သတင်းအဖြစ်ထုတ်ပြန်ချက်
Executive Board of the United Nations Development Programme, the United Nations Population Fund and the United Nations Office for Project Services ၏ ၂၀၂၄ ခုနှစ်အတွက် ဒုတိယအကြမ် ပုံမှန်အစည်းအဝေးတွင် UNFPA Segment အောက်မှ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်း ကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း က မြန်မာပြည်သူများသည် စစ်တပ်မှ ကျင်းပမည်ဟု ကြွေးကြော်လျက်ရှိသော မည်သည့် ရွေးကောက်ပွဲမဆို လွတ်လပ်၊ မျှတ၍ အားလုံးပါဝင်သည့် ရွေးကောက်ပွဲတစ်ရပ် ဖြစ်မည်ဟု မယူဆသကဲ့သို့ ပြဿနာအတွက် အဖြေတစ်ခုအဖြစ်လည်း မရှုမြင်ဘဲ၊ ပြည်သူများ၏ ခံစားနေရသည့် ဒုက္ခပိုမိုများပြား၍ ရှည်ကြာစေမည်သာ ဖြစ်မည်ဖြစ်၊ ထို့ကြောင့် နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် စစ်တပ်အား တိုက်ရိုက်ဖြစ်စေ သွယ်ဝိုက်၍ဖြစ်စေ စစ်တပ်မှ စီစဉ်လျက်ရှိသည်ဟုဆိုသော မည်သည့်ရွေးကောက်ပွဲကိုမျှ ထောက်ခံပံ့ပိုးခြင်း အလျဉ်းမပြုကြရန် တိုက်တွန်းပါကြောင်း ပြောကြားခဲ့

၁။ နယူးယောက်မြို့၊ ကုလသမဂ္ဂဌာနချုပ်တွင် Executive Board of the United Nations Development Programme, the United Nations Population Fund and the United Nations Office for Project Services ၏ ၂၀၂၄ ခုနှစ်အတွက် ဒုတိယအကြိမ်ပုံမှန်အစည်းအဝေးကို ၂၆-၈-၂၀၂၄ ရက် (တနင်္လာနေ့) မှ ၂၉-၈-၂၀၂၄ ရက် (ကြာသပတေးနေ့)အထိကျင်းပပြုလုပ်လျက်ရှိပါသည်။
၂။ အဆိုပါ အစည်းအဝေးကို ၂၆-၈-၂၀၂၄ ရက်နေ့ နံနက် (၁၀၀၀) နာရီအချိန်တွင် စတင်ဖွင့်လှစ်ခဲ့ပြီး UNFPA Segment အောက်မှ အမှုဆောင်ညွှန်ကြားရေးမှူး Dr. Natalia Kanem ၏ မိန့်ခွန်းပြောကြားမှု အစီအစဉ်ကို ဦးစွာကျင်းပခဲ့ရာ၊ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းက အဆိုပါခေါင်းစဉ်အောက်မှ မိန့်ခွန်းတစ်ရပ်ပါဝင်ပြောကြားခဲ့ပါသည်။
၃။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းတွင် အောက်ဖော်ပြပါ အချက်များ အဓိကပါဝင်ပါသည်-
(က) ကုလသမဂ္ဂ လူဦးရေ ရန်ပုံငွေအဖွဲ့ (United Nations Population Fund-UNFPA) ၏ အမှုဆောင်ညွှန်ကြားရေးမှူး Dr. Natalia Kanem မှ မိန့်ခွန်းပြောကြားခဲ့ခြင်းအပေါ် အထူး ကျေးဇူးတင်ရှိပါကြောင်း၊ ၎င်းနှင့် ၎င်း၏ အဖွဲ့သားများ၏ ကြိုးစားအားထုတ်မှုများအပေါ် ချီးကျူးပါကြောင်း၊
(ခ) မြန်မာနိုင်ငံသည် ကုလသမဂ္ဂ ဖွံ့ဖြိုးတိုးတက်ရေးယန္တရားအောက်မှ အကျိုးခံစားခွင့် ရရှိနေသော နိုင်ငံများအနက် တစ်နိုင်ငံအဖြစ် ဆယ်စုနှစ်ပေါင်းများစွာအကြာ ဖြစ်တည် ခဲ့ပါကြောင်း၊ UNFPA ၏ နိုင်ငံအလိုက် အစီအစဉ်များ မြန်မာနိုင်ငံ စတင်လှုပ်ရှားချိန်မှ အစပြု၍ ယင်းအစီအစဉ်တစ်ခုတည်း အောက်၌ပင် လိင်ပိုင်းဆိုင်ရာနှင့် မျိုးဆက်ပွား ကျန်းမာရေး၊ လူဦးရေဆိုင်ရာ ကိစ္စရပ်များ၊ လူငယ်ကိစ္စ၊ HIV/AIDS၊ ကျားမ တန်းတူ ညီမျှမှု၊ ကျားမအခြေပြု အကြမ်းဖက်မှုများနှင့် လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ တုံ့ပြန်မှုများအတွက် ထောက်ပံ့ကူညီမှု အမြောက်အများ လက်ခံရရှိခဲ့ပါကြောင်း၊
(ဂ) ထို့ကြောင့် မြန်မာနိုင်ငံအနေဖြင့် UNFPA နှင့် နှစ်ပေါင်းကြာမြင့်စွာ မိတ်ဖက်ပူးပေါင်း ဆောင်ရွက်ခဲ့ခြင်းအပေါ် အထူးကျေးဇူးတင်ရှိသကဲ့သို့ မြန်မာပြည်သူများအတွက် အကူအညီပေးမှုများအတွက် ကျေးဇူးတင်ရှိပါကြောင်း၊
(ဃ) မြန်မာနိုင်ငံအနေဖြင့်လည်း UNFPA ၏ ဦးစားပေး လုပ်ငန်းအစီအစဉ်များနှင့်အညီ အဖြစ် လည်းကောင်း၊ ICPD နှင့် CEDAW တို့၏ အဖွဲ့ဝင်နိုင်ငံ တစ်နိုင်ငံအနေဖြင့် လည်းကောင်း၊ မြန်မာပြည်သူများ၊ အထူးသဖြင့် ထိခိုက်လွယ်သောအုပ်စုများ၏ အကျိုးစီးပွားကို အပြည့်အဝ ဖော်ဆောင်နိုင်စေရန်အလို့ငှာ UNFPA နှင့် ဌာနေရုံးအဖွဲ့သားများနှင့်အတူ လက်တွဲညီညီ ပူးပေါင်းဆောင်ရွက်သွားမည်ဟု ကတိကဝတ်ပြုခဲ့ကြောင်း၊
(င) သို့ရာတွင် မိမိတို့ ထားရှိခဲ့သော ကတိကဝတ်များနှင့် ဆန့်ကျင်လျက် ၂၀၂၁ ခုနှစ်၊ ဖေဖော်ဝါရီလတွင် စစ်တပ်မှ မတရား စစ်အာဏာသိမ်းရန် ကြိုးပမ်းခဲ့ခြင်းကြောင့် မိမိတို့ ၏ တိုးတက်နေသော လုပ်ဆောင်ချက်များကို ပျက်စီးဆုတ်ယုတ်စေခဲ့ကြောင်း၊
(စ) ကုန်လွန်ပြီးသော (၃) နှစ်ကျော်ကြာ ကာလအတွင်း၌ စစ်တပ်သည် ၎င်းတို့၏ အကြမ်းဖက်လုပ်ရပ်များအားလုံး ရပ်တန့်ရန် မြန်မာပြည်သူများနှင့် နိုင်ငံတကာ အသိုက်အဝန်းတို့၏ တောင်းဆိုချက်များကို ပြောင်ပြောင်တင်းတင်း မျက်ကွယ်ပြုခဲ့ ကြောင်း၊ ယင်းအစား စစ်တပ်က မဆင်မခြင် တိုက်ခိုက်မှုများနှင့် ရက်စက်ကြမ်းကြုတ်မှု များနှင့် အပြည်ပြည်ဆိုင်ရာဥပဒေ၊ နိုင်ငံတကာလူ့အခွင့်အရေးဥပဒေနှင့် နိုင်ငံတကာ လူသားချင်းစာနာ ထောက်ထားမှု ဥပဒေချိုးဖောက်မှုများကိုသာ တိုးချဲ့လုပ်ဆောင် ခဲ့ကြောင်း၊
(ဆ) ယခုကဲ့သို့ လိုအပ်သောအကူအညီပေးမှုများ ပေးအပ်နိုင်ရန် အလွန်ခက်ခဲနေသည့် ကာလတွင်ပင် UNFPA အနေဖြင့် မြေပြင်တွင် လုပ်ကိုင်ဆောင်ရွက်နေသူများနှင့် တိုက်ရိုက်ပူးပေါင်းဆောင်ရွက်လျက် လိုအပ်နေသော ပြည်သူများထံ စိတ်ကျန်းမာရေး ပံ့ပိုးမှုအပါအဝင် အခြားသော လိုအပ်သည့် ထောက်ပံ့ကူညီမှုများကို ပံ့ပိုးပေးနိုင်သည်ကို တွေ့ရှိရကြောင်း၊ ထို့အတွက် အမှုဆောင်ညွှန်ကြားရေးမှူးနှင့် ၎င်း၏ အဖွဲ့သားများ အားလုံးကို ကျေးဇူးအထူးတင်ရှိပါကြောင်း၊
(ဇ) မြန်မာနိုင်ငံ၏ လက်ရှိအခြေအနေမှာ စစ်တပ်၏ တရစပ်ဆိုးရွားသော လုပ်ရပ်များကြောင့် အလုံးစုံပျက်သုဉ်းနေပြီဖြစ်ကြောင်း၊ စစ်တပ်က ရက်စက်ကြမ်းကြုတ်မှုများကို ဆက်လက် ကျူးလွန်လျက်ရှိပြီး ၎င်း၏ စီမံခန့်ခွဲမှု ညံ့ဖျင်းခြင်းကြောင့် ပြည်သူများသည် နေ့စဉ်နှင့်အမျှ အကြောင်းချင်းရာ တစ်ခုမဟုတ်တစ်ခုကြောင့် ဒုက္ခဆင်းရဲခံစားနေရ ကြောင်း၊ ကျန်းမာရေးစောင့်ရှောက်မှုမှာ တစ်ခုအပါအဝင်ပင်ဖြစ်ကြောင်း၊ စစ်တပ်၏ အကြမ်းဖက်လုပ်ရပ်များကြောင့် အမျိုးသမီးများနှင့် မိန်းကလေးငယ်များသည် အဆိုးရွား ဆုံး ဒုက္ခခံစားနေကြရသူများဖြစ်ကြောင်း၊
(ဈ) မြန်မာပြည်သူများသည် စစ်တပ်မှကျင်းပမည်ဟု ကြွေးကြော်လျက်ရှိသော မည်သည့် ရွေးကောက်ပွဲမဆို လွတ်လပ်၊ မျှတ၍ အားလုံးပါဝင်သည့် ရွေးကောက်ပွဲတစ်ရပ် ဖြစ်မည်ဟု မယူဆသကဲ့သို့ ပြဿနာအတွက် အဖြေတစ်ခုအဖြစ်လည်း မရှုမြင်ကြောင်း၊ ပြည်သူများ၏ ခံစားနေရသည့်ဒုက္ခ ပိုမိုများပြား၍ ရှည်ကြာစေမည်သာ ဖြစ်မည်ဖြစ် ကြောင်း၊ ထို့ကြောင့် နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် စစ်တပ်အား တိုက်ရိုက်ဖြစ်စေ သွယ်ဝိုက်၍ဖြစ်စေ စစ်တပ်မှ စီစဉ်လျက်ရှိသည်ဟုဆိုသော မည်သည့်ရွေးကောက်ပွဲကိုမျှ ထောက်ခံပံ့ပိုးခြင်း အလျဉ်းမပြုကြရန် တိုက်တွန်းပါကြောင်း၊
(ည) မြန်မာပြည်သူများ ကြုံတွေ့ခံစားနေရသော ဒုက္ခဆင်းရဲကို ချုပ်ငြိမ်းစေရန် သာမက မိမိတို့မှ ဖက်ဒရယ်ဒီမိုကရေစီ ပြည်ထောင်စုဆီသို့ လှမ်းချီရာတွင်လည်း နိုင်ငံတကာ အသိုက်အဝန်း၏ ကူညီထောက်ပံ့မှုကို လိုအပ်ပါကြောင်း၊
(ဋ) မိမိတို့အနေဖြင့် မြန်မာနိုင်ငံတွင် ခိုင်မာသော အခြေခံအဆောက်အဦများ တည်ဆောက် ရန်နှင့် ရေရှည်တည်တံ့ခိုင်မြဲသော ငြိမ်းချမ်းရေး၊ တည်ငြိမ်ရေးနှင့် အေးချမ်းသာယာ ဝပြောမှုတို့အား ထူထောင်နိုင်ရန် နိုင်ငံတကာအသိုက်အဝန်းနှင့် ပူးပေါင်းဆောင်ရွက်ရန် အမြဲအဆင်သင့်ရှိပါကြောင်း။
၄။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းအပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲ ဖော်ပြအပ်ပါသည်။

at the UNFPA Segment of the Second Regular Session of the Executive Board of UNDP/UNFPA/UNOPS

Mr. President,
I would also like to thank UNFPA Executive Director Dr. Natalia Kanem for her comprehensive statement and commend her and her team for their hard work.
For many decades, Myanmar has been one of the beneficiary countries of the UN development system. Under the UNFPA country programme alone, we had received substantial assistance and support in the areas of sexual and reproductive health, population matters, youth, HIV/AIDS, gender equality, gender-based violence and humanitarian response since its inception.
Therefore, Myanmar appreciates the decades long partnership, and UNFPA’s support to the people of Myanmar.
In agreement to the UNFPA programme priorities, as well as being a signatory to the ICPD and CEDAW, Myanmar had committed to cooperate with the UNFPA and its country team in Myanmar to ensure such priorities could be exceptionally fulfilled in the interests of our people, particularly the most vulnerable ones.
But in contrary to our commitment, the illegal military coup attempt in February 2021 have destructed our positive endeavours. Throughout over the past 3 years, the military blatantly disregarded the calls from its people and the international community to cease all its conducts. Instead, the junta extended indiscriminate attacks and atrocities, violations of international law, international human rights law and international humanitarian law.
Even in this difficult time in getting necessary access, the UNFPA has managed to deliver assistance including mental support to the people in need through working directly with people on the ground. In this regard, I thank the Executive Director and hear team.
Mr. President,
The current state of affairs in Myanmar is a complete turmoil due to the outrageous actions carried out sequentially by the junta. Because of their continued perpetration of vicious atrocities and mismanagement, people have been suffering everyday either from a cause or another. The issue of health care is among them.
Women and girls are the most bearing brunt of the military junta’s atrocities.
The people of Myanmar are of the view that any elections organized by the military junta will not be in anyway free, fair and inclusive and a solution to the crisis, instead it will make more and prolong suffering to the people. Therefore, I urge the international community not to support the junta directly or indirectly for their planned elections.
In conclusion, Mr. President, as we march towards establishing a federal democratic union, the people of Myanmar need your support including helping to end our people’s suffering. We always stand ready to work closely with you all in building stronger infrastructures and bringing about sustainable peace, stability and prosperity in Myanmar.
