သတင်းအဖြစ်ထုတ်ပြန်ချက်
အပြည်ပြည်ဆိုင်ရာ နျူကလီးယားလက်နက် အလုံးစုံဖျက်သိမ်ရေးနေ့ အထိမ်းအမှတ် အဆင့်မြင့်အရာရှိကြီးများအစည်းအဝေးတွင် ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းမှ မြန်မာပြည်သူများအပါ် တရားမဝင်အာဏာသိမ်းစစ်တပ်၏ ရက်စက်ကြမ်းကြုတ်သည့် ဖိနှိပ်မှုများ ရပ်တန့်စေနိုင်ရန် မြန်မာစစ်တပ်ထံသို့ လေယာဉ်လောင်စာဆီအပါအဝင် လက်နက်၊ ခဲယမ်းမီးကျောက်နှင့် ဆက်စပ်ပစ္စည်းများ လွဲပြောင်းမှု မပြုကြရန် အဖွဲ့ဝင်နိုင်ငံများအားလုံးသို့ မေတ္တာရပ်ခံတိုက်တွန်းပြောကြားခဲ့ခြင်း

၁။ ကုလသမဂ္ဂ အထွေထွေညီလာခံ၏ အပြည်ပြည်ဆိုင်ရာ နျူးကလီးယားလက်နက် အလုံးစုံ ဖျက်သိမ်းရေးနေ့ အထိမ်းအမှတ် High-level မျက်နှာစုံအစည်းအဝေးကို ၂၀၂၄ ခုနှစ်၊ စက်တင်ဘာလ ၂၆ ရက်နေ့တွင် နယူးယောက်မြို့ရှိ ကုလသမဂ္ဂဌာနချုပ်တွင် ကျင်းပပြုလုပ်ခဲ့ပါသည်။
၂။ အဆိုပါအစည်းအဝေးသို့ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းမှ တက်ရောက်မိန့်ခွန်းပြောကြားခဲ့ပါသည်။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းတွင် အောက်ဖော်ပြပါ အဓိကအချက်များ ပါဝင်ပါသည်−
(က) ယနေ့ကမ္ဘာကြီးတွင်ဖြစ်ပွားနေသည့် မကြုံဖူးသော နိုင်ငံရေးပဋိပက္ခများ၊ ပထဝီဝင်နိုင်ငံ ရေး တင်းမာမှုများ၊ နိုင်ငံတကာလုံခြုံရေး ဗိသုကာများယိုးယွင်းလာမှုနှင့် နျူကလီးယား လက်နက်စကားလုံးကို မကြာခဏဆိုသလို ပြောကြားနေမှုများ ဖြစ်ပေါ်နေသည့် အချိန်တွင် ယနေ့အပြည်ပြည်ဆိုင်ရာ နျူကလီးယားလက်နက် အလုံးစုံဖျက်သိမ်းရေးနေ့ ကို ကျင်းပပြုလုပ်ခြင်းဖြစ်ကြောင်း၊
(ခ) လက်နက်ဖျက်သိမ်းရေးအတွက် နိုင်ငံတကာဥပဒေဆိုင်ရာ ကျင့်ထုံးများနှင့်အညီ လိုက်နာဆောင်ရွက်ရန် နျူကလီးယားလက်နက်ပိုင်ဆိုင်သည့်နိုင်ငံများသို့ အခြားနိုင်ငံ များနည်းတူ တောင်းဆိုကြောင်း၊ နျူကလီးယားလက်နက်မပြန့်ပွားရေးစာချုပ် (NPT) စာချုပ်အဖွဲ့ဝင်နိုင်ငံများ၏ ပြန်လည်သုံးသပ်ရေးဆိုင်ရာညီလာခံမှ အစည်းအဝေးဆိုင်ရာ သဘောတူညီချက် ထုတ်ပြန်နိုင်ခြင်း မရှိသည်မှာ (၂) ကြိမ်ဆက်တိုက်ရှိနေပြီဖြစ်ပြီး၊ ယင်းအပေါ် စိတ်ပျက်ကြောင်း၊ အနာဂတ်မျိုးဆက်သစ်များအတွက် နျူကလီးယား လက်နက်ကင်းစင်သော ကမ္ဘာကြီးဖြစ်ပေါ်စေရန် ဆောင်ရွက်ရေးမှာ နိုင်ငံတကာ ချဉ်းကပ်မှုသစ်တစ်ခု ပေါ်ထွက်ရန် လိုအပ်နေပြီဖြစ်ကြောင်း၊
(ဂ) မြန်မာနိုင်ငံအနေဖြင့် နျူကလီးယားလက်နက်ပိုင်ဆိုင်ခြင်းမရှိသည့် နိုင်ငံများအပေါ် နျူကလီးယားလက်နက်ပိုင်ဆိုင်သည့်နိုင်ငံများ၏ မည်သည့်ပုံစံဖြင့် ခြိမ်းခြောက်မှုမျိုးမဆို ရှုတ်ချကြောင်း၊ မည်သို့သော နျူကလီးယားလက်နက်အသုံးပြုမှုမျိုးမဆို ကုလသမဂ္ဂ ပဋိညာဉ်စာတမ်းကို ချိုးဖောက်ခြင်းဖြစ်ပြီး ဆိုးရွားသော လူသားချင်းစနာမှု နှင့် သဘာဝ ပတ်ဝန်းကျင်ဆိုင်ရာ နောက်ဆက်တွဲဆိုးကျိုးများ ဖြစ်ပေါ်မည်ဖြစ်ကြောင်း၊ ယင်း ခြိမ်းခြောက်မှုများမှ ကင်းဝေးနိုင်ရေးမှာ နျူကလီးယားလက်နက်အလုံးစုံ ဖျက်သိမ်းရေး ပင်ဖြစ်ပါကြောင်း၊
(ဃ) မြန်မာနိုင်ငံအနေဖြင့် နျူကလီးယားလက်နက်အလုံးစုံ ဖျက်သိမ်းရေးဆိုင်ရာ ကတိကဝတ်များကို အပြည့်အဝလိုက်နာမည်ဖြစ်သည်ကို ထပ်လောင်းအတည်ပြု ကြောင်း၊ မြန်မာနိုင်ငံ၏ ရွေးကောက်ခံအရပ်သားအစိုးရလက်ထက်က နျူကလီးယား လက်နက်တားဆီးပိတ်ပင်ရေး ဆိုင်ရာစာချုပ် (TPNW) ကို လက်မှတ်ရေးထိုးခဲ့ပြီး၊ နျူကလီးယားလက်နက်စမ်းသပ်မှု ပိတ်ပင်ရေးဆိုင်ရာစာချုပ် (CTBT) အတည်ပြု လက်မှတ်ရေးထိုးခဲ့ကြောင်း၊ သို့ရာတွင် ၂၀၂၁ ခုနှစ်တွင် ဖြစ်ပေါ်ခဲ့သည့် တရားမဝင် အာဏာသိမ်းမှုကြောင့် TPNW အား အတည်ပြုလက်မှတ်ရေးထိုးရေး လုပ်ငန်းအပေါ် ရပ်တန့်စေခဲ့ကြောင်း၊ ယင်းစိန်ခေါ်မှုများကို ကြုံတွေ့နေရသော်လည်း မြန်မာနိုင်ငံ အနေဖြင့် (၇၉) ကြိမ်မြောက် ကုလသမဂ္ဂညီလာခံ အဆင့်မြင့်အရာရှိကြီးများ ဆွေးနွေးမှု သီတင်းပတ်တွင် ထုတ်ပြန်ခဲ့သည့် (CTBT) ကြေညာချက်အပေါ် ပါဝင်ခဲ့ခြင်း အပါအဝင် နျူကလီးယားလက်နက်ကင်းစင်သည့် ကမ္ဘာကြီးတည်ထောင်ရေးဆိုင်ရာ ရည်မှန်းချက် များအားလုံးအား လိုက်နာဆောင်ရွက်သွားမည်ဖြစ်ကြောင်း၊
(င) နျူကလီးယားလက်နက်နှင့် အစုလိုက်အပြုံလိုက် သေကြေပျက်စီးစေနိုင်သော လက်နက် များသည် ခွဲခြားမှုမရှိ အတိုင်းအတာမဲ့ ဖျက်ဆီးနိုင်စွမ်းရှိရာ ကမ္ဘာကြီးအတွက် အလွန်အန္တရာယ်ကြီးမားကြောင်း၊ မြန်မာပြည်သူများသည် ၂၀၂၁ ခုနှစ် တရားမဝင် စစ်တပ်၏ အာဏာသိမ်းယူမှုခံရပြီးနောက် ၎င်းတို့၏ လက်နက်ကြီးများ အသုံးပြုတိုက်ခိုက်ခြင်း၊ လေကြောင်းသုံးတိုက်ခိုက်ခြင်းတို့ကို ခံစားနေခဲ့ကြရာ ယင်းလက်နက်များ၏ ဖျက်ဆီးစွမ်းအားကို ကောင်းစွာ သိရှိနားလည်ကြောင်း၊ မြန်မာပြည်သူများအပေါ် တရားမဝင်အာဏာသိမ်းစစ်တပ်၏ ရက်စက်ကြမ်းကြုတ် သည့်ဖိနှိပ်မှုများ ရပ်တန့်စေနိုင်ရန် မြန်မာစစ်တပ်ထံသို့ လေယာဉ်လောင်စာဆီ အပါအဝင် လက်နက်၊ ခဲယမ်းမီးကျောက်နှင့် ဆက်စပ်သုံးပစ္စည်းများ လွှဲပြောင်းမှု မပြုကြရန် အဖွဲ့ဝင်နိုင်ငံများအားလုံးသို့ တောင်းဆိုကြောင်း၊
(စ) နျူကလီးယားကင်းစင်သောကမ္ဘာကြီးဖြစ်ပေါ်စေရန် လိုက်နာရမည့် ကတိကဝတ်များကို မြန်မာနိုင်ငံအနေဖြင့် အပြည့်အဝလိုက်နာမည်ကို ထပ်လောင်းအတည်ပြုကြောင်း၊ လုံခြုံ စိတ်ချသည့် ကမ္ဘာကြီးပေါ်ပေါက်လာစေရေး ဆွေးနွေးညှိနှိုင်းများအားလုံးတွင် မြန်မာနိုင်ငံအနေဖြင့် ပါဝင်ဆောင်ရွက်ရန် အမြဲအဆင်သင့်ရှိပါကြောင်း၊
၃။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းအပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲ တင်ပြအပ်ပါသည်။

Mr. President,
At the outset, I wish to extend my gratitude to the Secretary-General and the PGA for convening this significant meeting and sharing their remarks.
Myanmar associates itself with the statement delivered by NAM.
Mr. President,
We are gathering today to commemorate and promote the International Day for the Total Elimination of Nuclear Weapons against the backdrop of unprecedented conflicts, heightened geopolitical tensions, deteriorating international security architecture and increasingly frequent nuclear rhetoric. The current international disarmament framework is facing constraints and it is alarming to learn that the Nuclear-Weapon States still possess approximately 12,000 nuclear weapons (SIPRI 2024).
Myanmar joins others in calling Nuclear-Weapon States to take urgent and concrete actions to fulfill their primary responsibility for nuclear disarmament in accordance with their relevant multilateral legal obligations. Myanmar shares the disappointment that the NPT Review Conferences failed to produce a consensual outcome document for two consecutive review cycles. The slow progress towards nuclear disarmament and non-proliferation requires a renewed multilateral approach to secure a world free of nuclear weapons for the present and future generation.
Mr. President,
Myanmar condemns every form of nuclear threats from Nuclear-Weapon States against Non-Nuclear-Weapon States regardless of their region. Any use of nuclear weapons violates the UN Charter and will cause catastrophic humanitarian and environmental consequences. We firmly believe that the only guarantee against the use or threat of use of nuclear weapons is their total elimination.
Myanmar reaffirms its full commitment to nuclear disarmament and total elimination of nuclear weapons. Under the elected civilian government, Myanmar signed the Treaty on the Prohibition of Nuclear Weapons (TPNW) and acceded to the Comprehensive Nuclear Test Ban Treaty (CTBT). Unfortunately, the illegal military coup had compromised our plan to ratify the TPNW. Despite our challenges, Myanmar continues to work towards our collective goal of a nuclear-weapon-free world, including our recent endorsement of the Joint Ministerial Statement on the CTBT during the high-level week this year.
Mr. President,
Nuclear weapons and their mass destructive capacities are indiscriminate, disproportionate and highly terrorizing. The people of Myanmar are all too familiar with the nature of such destructive attacks as they continue to suffer from brutal airstrikes, shelling and heavy artillery attacks perpetrated by the military junta since the 2021 illegal coup. In this regard, I wish to call upon all States to cease transfer of arms, munitions and dual-use items, including jet fuel to the military to stop their brutal suppression against the people of Myanmar.
In conclusion, Mr. President, Myanmar reiterates its unwavering commitment to achieving our collective goal of a world free of nuclear weapons. Myanmar stands ready to engage actively in discussion and actions that promote a safer and more secure global environment.
