(၆၃) ကြိမ်မြောက် လူမှုဖွံ့ဖြိုးတိုးတက်ရေးကော်မရှင်၏ အထွေထွေဆွေးနွေးမှုကဏ္ဍတွင် ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း က
စစ်တပ်က မတရား စစ်အာဏာသိမ်းခဲ့ချိန်မှစ၍ အပြစ်မဲ့ အရပ်သားပြည်သူများအပေါ် ရက်စက် ကြမ်းကြုတ်မှု များ နှင့် လူမဆန်သော ရာဇဝတ်မှုများ ကျူးလွန်ခြင်းကို အရှိန်မြှင့်တင်လုပ်ဆောင် ခဲ့၊ စစ်တပ်အနေဖြင့် တိုက်ခိုက်ရာတွင်လည်း အရပ်သားပြည်သူများနှင့် ဆေးဘက် ဆိုင်ရာ အဆောက်အဦများနှင့် စာသင်ကျောင်း တို့ အပါအဝင် အခြေခံ အရပ်သား အဆောက်အအုံ များအား ပစ်မှတ်ထားခဲ့၊

၁။ နယူးယောက်မြို့၊ ကုလသမဂ္ဂဌာနချုပ်တွင် (၆၃) ကြိမ်မြောက် လူမှုဖွံ့ဖြိုးတိုးတက်ရေးကော်မရှင် (Commission for Social Development – CSocD) အစည်းအဝေးအား ၁၀-၂-၂၀၂၅ ရက်မှ ၁၄-၂-၂၀၂၅ ရက်နေ့ အထိ ကျင်းပလျက်ရှိပါသည်။ အဆိုပါ အစည်းအဝေးတွင် အထွေထွေဆွေးနွေးမှုကဏ္ဍ၊ Priority Theme ဖြစ်သည့် “The Follow-Up to the World rights-based social protection Summit for Social systems that adapt to evolving Development”, in view of the “World Social Summit” under the title “the Second World Summit for Social Development" ဆိုင်ရာ အဆင့်မြင့် panel ဆွေးနွေးမှု၊ ဖြစ်ပေါ်လျက်ရှိ သော ပြဿနာများအား panel discussion ပုံစံဖြင့် ဆွေးနွေးခြင်း၊ အပြန်အလှန်ဆွေးနွေးမှုနှင့် အရပ်ဘက်လူမှု အဖွဲ့အစည်းများဖိုရမ်တို့ ပါဝင်ပါသည်။
၂။ အထွေထွေဆွေးနွေးမှုကဏ္ဍတွင် ကုလသမဂ္ဂ အဖွဲ့ဝင်နိုင်ငံ (၉၀) ကျော်နှင့် နိုင်ငံတကာအဖွဲ့အစည်းများမှ ပါဝင်ဆွေးနွေးခဲ့ပြီး ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းက ၁၁-၂-၂၀၂၅ ရက် (အင်္ဂါနေ့) မွန်းလွဲတွင် ကျင်းပသည့် အထွေထွေဆွေးနွေးမှုတွင် ပါဝင်၍ မိန့်ခွန်းပြောကြားခဲ့ပါသည်။
၃။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းတွင် အောက်ပါအချက်များ အဓိက ပါဝင်ပါ သည်-
(က) မိမိတို့ ကိုယ်စားလှယ်အဖွဲ့အနေဖြင့် ယခုနှစ်အတွက် သတ်မှတ်ထားသည့် Priority Theme အား ထောက်ခံကြိုဆိုပါကြောင်း၊
(ခ) အစည်းအဝေး၏ အဖွင့်ကဏ္ဍတွင် ဆွေးနွေးသူများက လူမှုတရားမျှတမှု (Social Justice) နှင့် တန်းတူညီမျှမှုတို့အတွက် အရှိန်အဟုန် မြှင့်တင်ရန်လိုအပ်သည်ဟု ပြောကြားခဲ့ကြောင်း၊ ယင်းအချက်ကို မိမိတို့ကလည်း ထပ်တူမျှဝေရှုမြင်ပါကြောင်း၊
(ဂ) စဉ်ဆက်မပြတ် ရေရှည်ဖွံ့ဖြိုးတိုးတက်မှုပန်းတိုင်များအား ပြည့်မီအောင် ဖော်ဆောင်ရန် အချိန် အားဖြင့် (၅) နှစ်မျှသာ ကျန်ရှိသော်လည်း ကမ္ဘာ့အသိုက်အဝန်းအနေဖြင့် ကပ်ရောဂါအလွန် အခြေအနေ၊ ရှုပ်ထွေးသော ပထဝီနိုင်ငံရေး အခင်းအကျင်းများ၊ နောက်ဆက်တွဲ စိန်ခေါ်မှုများနှင့် ပဋိပက္ခများကြောင့် အဆိုပါ ရည်မှန်းချက် ပန်းတိုင်များအား ဖော်ဆောင်ရန် ကြန့်ကြာလျက်ရှိ ကြောင်း၊
(ဃ) ထို့အတူ မလုံခြုံမှုများ မြင့်တက်လာခြင်း၊ တန်းတူညီမျှမှု ကင်းမဲ့နေခြင်းနှင့် လူမှု ကြံ့ခိုင်မှုတို့ ကျဆင်းနေခြင်းများက သိသာမြင်သာကြောင်း၊
(င) အစိုးရများအပေါ်ထားရှိသည့် ယုံကြည်မှု ကျဆင်းလာနေခြင်းကလည်း စဉ်ဆက်မပြတ် ရေရှည် ဖွံ့ဖြိုးတိုးတက်မှုပန်းတိုင်များ ပြည့်မီစေရေးအတွက် ထင်ရှားသည့် အတားအဆီးဖြစ်လာခဲ့ ကြောင်း၊
(စ) ယင်းအားနည်းချက်များရှိသည့်တိုင် နိုင်ငံအများစုအနေဖြင့် ဒိုဟာ၌ မကြာမီ ကျင်းပရန်ရှိသော Second World Summit for Social Development အတွက် အထောက်အကူပြုစေရန် ပြင်ဆင်နေပြီး ၎င်းတို့နိုင်ငံများတွင် ချမှတ်ထားသည့် အမျိုးသားရေး အစီအမံများအား အကောင် အထည်ဖော်ဆောင်ရွက်လျက်ရှိသည့်အပေါ် အသိအမှတ်ပြုပါကြောင်း၊
(ဆ) မြန်မာနိုင်ငံအနေဖြင့် ယင်းတိုးတက်မှုများအား လိုက်မှီခြင်း မရှိသည့်အတွက် ဝမ်းနည်းရကြောင်း၊
(ဇ) မိမိတို့အနေဖြင့် လူမှုတရားမျှတမှုအား ပြောကြားရာတွင် လူသားဆန်မှု၊ တန်းတူညီမျှမှု၊ လူ့အခွင့်အရေးနှင့် အားလုံးပါဝင်ရေးတို့က အဓိကကျကြောင်း၊
(ဈ) လူမှုတရားမမျှတမှုအား ဖြေရှင်းရန် ဆင်းရဲနွမ်းပါးမှုလျှော့ချရေး၊ တန်းတူညီမျှသော၊ ကောင်းမွန် သော အလုပ်အကိုင် အခွင့်အလမ်းများ ရရှိစေရေးနှင့်၊ သက်ဆိုင်သူများအားလုံး အဓိပ္ပါယ် ပြည့်ဝစွာ ပါဝင်မှုရှိစေရေးတို့အား မိမိတို့ ကြိုးပမ်းအားထုတ်မှုများ၏ အဓိကနေရာတွင် ချမှတ် ထားရမည်ဖြစ်ကြောင်း၊
(ည) မြန်မာနိုင်ငံအနေဖြင့်မူ ဖေဖော်ဝါရီလ ၂၀၂၁ ခုနှစ်တွင် ဖြစ်ပေါ်ခဲ့သည့် တရားမဝင် စစ်အာဏာ သိမ်းမှုကြောင့် စဉ်ဆက်မပြတ် ရေရှည်ဖွံ့ဖြိုးတိုးတက်မှု ပန်းတိုင်များကိုသော်လည်းကောင်း၊ ပြည်တွင်း၌ လူမှုတရားမျှတမှုအား ခိုင်မာစေရေးအတွက်ကိုသော်လည်းကောင်း လုပ်ဆောင်နိုင် ခြင်း မရှိပါကြောင်း၊
(ဋ) စစ်တပ်က မတရား စစ်အာဏာသိမ်းခဲ့ချိန်မှစ၍ အပြစ်မဲ့ အရပ်သားပြည်သူများအပေါ် ရက်စက် ကြမ်းကြုတ်မှုများနှင့် လူမဆန်သော ရာဇဝတ်မှုများ ကျူးလွန်ခြင်းကို အရှိန်မြှင့်တင်လုပ်ဆောင် ခဲ့ကြောင်း၊ စစ်တပ်အနေဖြင့် တိုက်ခိုက်ရာတွင်လည်း အရပ်သားပြည်သူများနှင့် ဆေးဘက် ဆိုင်ရာ အဆောက်အဦများနှင့် စာသင်ကျောင်းတို့အပါအဝင် အခြေခံ အရပ်သား အဆောက်အအုံ များအား ပစ်မှတ်ထားခဲ့ကြောင်း၊
(ဌ) လက်ရှိအခြေအနေတွင် မြန်မာနိုင်ငံ၌ ဆိုးရွားသော လူ့အခွင့်အရေး ချိုးဖောက်ဖိနှိပ်မှုများကို နေရာပေါင်းစုံတွင် ရင်ဆိုင်နေရပြီး လူမှုစီးပွားကဏ္ဍသည်လည်း မကြုံဖူးသည့် အခြေအနေသို့ ကျဆင်းလျက်ရှိကြောင်း၊
(ဍ) ထို့ပြင် ယနေ့အထိ လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ အကူအညီ လိုအပ်သူ သန်း (၂၀) ခန့် ရှိပြီး ၃.၅ သန်းကျော်မှာ နေရပ်စွန့်ခွာနေရကြောင်း၊
(ဎ) ဆင်းရဲမွဲတေမှုသည် (၁၅) နှစ်တာအတွင်း အမြင့်ဆုံးအဆင့်သို့ ရောက်ရှိခဲ့ပြီး လူဦးရေ၏ ထက်ဝက်ခန့်မှာလည်း ဆင်းရဲနွမ်းပါးမှုမျဉ်းအောက်သို့ ရောက်ရှိနေပြီဖြစ်ကြောင်း၊ ထို့အတူ လူဦးရေ၏ ၂၄ ရာခိုင်နှုန်းမှာလည်း အလွန်အမင်း မြင့်မား၍ စိုးရိမ်ရသော စားနပ်ရိက္ခာမလုံခြုံမှု ပြဿနာအား ရင်ဆိုင်နေရကြောင်း၊
(ဏ) ကလေးသူငယ်များမှာလည်း ပုံမှန် ကာကွယ်ဆေးထိုးခြင်း အစီအစဉ်များ မရှိခြင်းကြောင့် ကူးစက်ရောဂါပြန့်ပွားမှု မြင့်တက်လာမည့် အန္တရာယ်ကို တွေ့ကြုံနေရကြောင်း၊
(တ) မြန်မာနိုင်ငံတွင် အလုပ်လက်မဲ့နှုန်း အလွန်အမင်း မြှင့်တက်လျက်ရှိပြီး အိမ်ထောင်စု ၄ ပုံ ၃ ပုံမှာ ဝင်ငွေ သိသိသာသာနည်းပါးလာခြင်းတို့အား ရင်ဆိုင်နေရကြောင်း၊
(ထ) ထို့အပြင် စစ်တပ်မှ အတင်းအကျပ် တပ်သား စုဆောင်းနေခြင်းကလည်း စီးပွားရေး ဆုတ်ယုတ် လာခြင်း၏ တစ်စိတ်တစ်ပိုင်းဖြစ်ပြီး လူငယ်လူရွယ်များအား လုံခြုံမှု ကင်းမဲ့စေကာ ၎င်းတို့၏ အနာဂတ်များအား မရေရာမှုများ ဖြစ်ပေါ်စေလျက်ရှိကြောင်း၊
(ဒ) မျက်မှောက်အခြေအနေများအရ မြန်မာနိုင်ငံတွင် ပြည်သူများအတွက် လူမှု လုံခြုံရေး လုံးဝ မရှိပါကြောင်း၊
(ဓ) အဆိုပါ အချက်များကို ကြည့်ခြင်းအားဖြင့် လူမှုဖွံ့ဖြိုးတိုးတက်မှုရှိရေးအတွက် ငြိမ်းချမ်းရေးက ပဓာနကျသည်မှာ မြင်သာကြောင်း၊ နိုင်ငံတစ်နိုင်ငံအနေဖြင့် ၎င်း၏တာဝန်များအား ပြည့်မီအောင် ဖော်ဆောင်ရန် ကျန်ရစ်ခဲ့ပါက စဉ်ဆက်မပြတ် ရေရှည်ဖွံ့ဖြိုးတိုးတက်မှု ပန်းတိုင်များရရှိရေး အတွက် ကြီးမားသည့် အကျိုးဆက် ထွက်ပေါ်စေမည်သာဖြစ်ကြောင်း၊
(န) ထို့ကြောင့် နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် မြန်မာအရေးကိစ္စအား ပိုမို အလေးထား အာရုံစိုက် ဖြေရှင်းသင့်ကြောင်း၊
(ပ) မြန်မာအရေးကိစ္စတွင် စစ်တပ်နှင့် စစ်အာဏာရှင်စနစ်ကသာ အဓိကဇစ်မြစ်ပြဿနာဖြစ်ပြီး စဉ်ဆက်မပြတ် ရေရှည်ဖွံ့ဖြိုးတိုးတက်မှု ပန်းတိုင်များရရှိရေးအတွက် အတားအဆီးဖြစ်သည်မှာ ရှင်းလင်းမြင်သာကြောင်း၊
(ဖ) သို့ဖြစ်ရာ ပြဿနာ၏ ဇစ်မြစ်ကို ဖြေရှင်းခြင်းက အလွန်အရေးကြီးကြောင်း၊
(ဗ) မြန်မာပြည်သူများအနေဖြင့် စစ်တပ်နှင့် စစ်အာဏာရှင် စနစ်အား အပြီးတိုင် ချုပ်ငြိမ်းစေသည့် ယင်း ပြဿနာဇစ်မြစ်အား အမြစ်ပြတ်အောင်ဆောင်ရွက်သွားရန် သန္နိဋ္ဌာန် ခိုင်မာစွာရှိကြောင်း၊
(ဘ) သို့ဖြစ်ပါ၍ နိုင်ငံတကာအသိုက်အဝန်းနှင့် ကုလသမဂ္ဂ အဖွဲ့ဝင်နိုင်ငံများအနေဖြင့် စစ်တပ်ထံသို့ လက်နက်များ၊ ဂျက်လေယာဉ်ဆီနှင့် ငွေကြေးများ ဖြတ်တောက်ပေးခြင်းအားဖြင့် စစ်အာဏာရှင် စနစ် ချုပ်ငြိမ်းစေရေးအတွက် မိမိတို့ လုပ်ဆောင်နေသည့် ကြိုးပမ်းအားထုတ်မှုများအား ပံ့ပိုး ကူညီပေးကြပါရန်နှင့် ဖက်ဒရယ် ဒီမိုကရေစီစနစ်ဖြင့် အနာဂတ် မြန်မာနိုင်ငံတော်သစ် တည်ထောင်မှုအတွက် အားဖြည့်ကူညီပေးကြပါရန် တောင်းဆိုလိုကြောင်း။
၄။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းအပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲ ဖော်ပြအပ်ပါသည်။

Mr. Chair,
First of all, I would like to congratulate you and members of the bureau for your elections. I also thank the Secretary-General for his reports, especially those related to social cohesion and youth.
Myanmar aligns itself with the statement of G-77 and China.
My delegation further welcomes this year’s Priority Theme aimed at accelerating the delivery of our commitments made under the Copenhagen Declaration on Social Development and Programme of Action of the World Summit for Social Development as well as the implementation of the 2030 Agenda for Sustainable Development.
Mr. Chair,
I recall that during the opening segment, the speakers correspondingly pointed out the need to inject momentum into our social justice and equity, and we fully share this view.
Regardless of the mere 5 years left to fulfilling the SDGs, our global community has been undergoing through the post-pandemic setting, complex global landscapes, succeeding challenges and ongoing conflicts that are making our efforts off the track.
Obviously, insecurity is on the rise, inequality persists, and social cohesion is declining.
Among others, deficiency of trust on governments became the significant obstacle in achieving SDGs.
Despite these shortcomings, we acknowledge the national action plans adopted and implemented by many countries in their preparation towards contributing to the upcoming the Second World Summit for Social Development in Doha.
At the same time, I regret that Myanmar has not been able to keep in pace with the evolving progresses.
Mr. Chair, as we talk about social justice, humanity, equity, human rights and inclusivity are key.
To address social injustice, eradication of poverty, ensuring equal and decent employment opportunities and meaningful participation of all stakeholders are factors that must be placed at the heart of our endeavours.
However, Mr. Chair, Myanmar has not been able to implement either the SDGs or to strengthen the social justice at home due to the illegal military coup in February 2021.
Since then, the junta has continued escalation of atrocities and heinous crimes against innocent civilians. Many attacks of the junta specifically target civilians and civilian infrastructures including medical facilities and shools.
Myanmar is now in a dire situation with human rights oppression around all corners and the socio-economic sector degrading to an unprecedented level.
To this date, almost 20 million people are in need of humanitarian assistance. Over 3.5 million people are being displaced.
Poverty has also reached to the highest level in 15 years with almost half of the population living below the national poverty line. 24 percent of the population is facing high levels of acute food insecurity.
Many children do not have regular immunization programmes increasing risk of outbreak of communicable diseases.
Moreover, Myanmar is experiencing a record high unemployment rate and significant income drop in nearly three-fourths of households.
In addition, forced conscription by the junta serves as an acute factor to the grim economy, and makes young people unsecured and their future uncertain.
Currently there is no social safety net at all for the people in Myanmar.
Based on this given reality, it is apparent that peace falls fundamental in reaching social development. Any country left behind in fulfilling their obligations will produce sequential impact on our global SDG achievements.
Therefore, the international community must pay extra attention to resolve the issue of Myanmar.
Clearly the military junta and the military dictatorship is a main root cause of the crisis in Myanmar and main obstacles to meeting the SDGs.
It is vital to address this root cause.
The people of Myanmar are very resolute to uproot the root cause, ending this military junta and the military dictatorship.
Hence, I again appeal to the international community and member states to help our efforts to end the military dictatorship by stopping the flow of weapons, jet fuel and finance to the military junta, and then help us build new future Myanmar with federal democratic system.
