Executive Board of the United Nations Children’s Fund ၏ ၂၀၂၅ ခုနှစ်အတွက် ပထမအကြမ် ပုံမှန်အစည်းအဝေးတွင် ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်း ကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း က
စစ်တပ်က မတရား စစ်အာဏာသိမ်းရန် ကြိုးပမ်းခဲ့ချိန်က စ၍ မြန်မာနိုင်ငံရှိ ကလေးငယ်များအနေဖြင့် စစ်တပ်မှ ကျူးလွန်သော ရက်စက်ကြမ်းကြုတ်မှုဒဏ်များကို အလွန်အမင်း ခါးစည်းခံနေရ၊
စစ်တပ်က လူနေအိမ်များ၊ စာသင်ကျောင်းများ၊ ဆေးရုံများ၊ ဒုက္ခသည် စခန်းများနှင့် အခြားသော အဆောက်အဦ များ အား ပစ်မှတ်ထား လေကြောင်းတိုက်ခိုက်မှုမှာ နှစ်စဉ် မြင့်တက်၍ လာခဲ့၊ ၂၀၂၄ ခုနှစ် တစ်နှစ်တည်း၌ပင် စစ်တပ်မှ ကျူးလွန်သည့် လေကြောင်းတိုက်ခိုက်မှုပေါင်း ၁,၃၁၅ အထိ ရှိခဲ့၊
အချို့သော ကလေးငယ်များမှာ ယာယီစခန်းတဲများနှင့် ဗုံးခိုကျင်းများတွင် ပညာသင်ကြားနေကြရ၊ ကလေးငယ် များ အနေဖြင့် ၎င်းတို့အတွက် လိုအပ်သည့် ကာကွယ်ဆေးထိုးခွင့်ကို ဆုံးရှုံး နေကြရ၊ ပုံမှန် ကာကွယ်ဆေး ထိုးနှံခြင်း မရှိပါက ကူးစက်လွယ်သော ရောဂါများ ပြန့်ပွားမှု ကို မြင့်တက်လာစေနိုင်၊
ယခုအခြေအနေတွင် ကလေးငယ်များ အပါအဝင် အပြစ်မဲ့ အရပ်သားပြည်သူများ၏ အသက်အား ကယ်တင်နိုင် မည့် တစ်ခုတည်းသော နည်းလမ်းမှာ စစ်အာဏာရှင်စနစ် အပြီးတိုင် ချုပ်ငြိမ်းရေးနှင့် စစ်တပ်ထံသို့ လေယာဉ်ဆီ စီးဆင်းမှု ဖြတ်တောက်ရေးတို့ပင်ဖြစ်၊
မိမိတို့ ပြည်သူများ၊ မိမိတို့ ကလေးငယ်များ၏ အသက်ကို ကယ်တင်နိုင်ရေးအတွက် စစ်တပ်ထံသို့ ဂျက်လေယာဉ် ဆီများ စီးဆင်းမှုဖြတ်တောက်ရန် မိမိတို့၏ ကြိုးပမ်းအားထုတ်မှုများကို ကူညီပေးကြပါရန် နိုင်ငံတကာ အသိုက်အဝန်း နှင့် UNICEF အပါအဝင် ကုလသမဂ္ဂ အေဂျင်စီများ အား တိုက်တွန်း မေတ္တာရပ်ခံပါကြောင်း ပြောကြားခဲ့

၁။ နယူးယောက်မြို့၊ ကုလသမဂ္ဂဌာနချုပ်တွင် Executive Board of the United Nations Children’s Fund (UNICEF) ၏ ၂၀၂၅ ခုနှစ်အတွက် ပထမအကြမ် ပုံမှန်အစည်းအဝေးကို ၄-၂-၂၀၂၅ ရက် (အင်္ဂါနေ့) မှ ၆-၂-၂၀၂၅ ရက် (ကြာသပတေးနေ့) အထိ ကျင်းပပြုလုပ်လျက်ရှိပါသည်။
၂။ အဆိုပါ အစည်းအဝေးကို ၄-၂-၂၀၂၅ ရက်နေ့ နံနက် (၁၀၀၀) နာရီအချိန်တွင် စတင်ဖွင့်လှစ်ခဲ့ပြီး Executive Board ၏ သဘာပတိ တာဂျစ်ကစ္စတန် အမြဲတမ်းကိုယ်စားလှယ် က အဖွင့်အမှာစကား ပြောကြားကာ UNICEF ၏ အမှုဆောင်ညွှန်ကြားရေးမှူး Ms. Catherine Russell မှလည်း အဖွင့်မိန့်ခွန်းပြောကြားခဲ့ပါသည်။ ထို့နောက် Executive Board ၏ ဗျူရိုအဖွဲ့ဝင်နိုင်ငံများနှင့် လေ့လာသူ နိုင်ငံ/အဖွဲ့အစည်းများက အထွေထွေ ဆွေးနွေးမှုကဏ္ဍတွင် ပါဝင်ခဲ့ကြပြီး ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းက လည်း မိန့်ခွန်းတစ်ရပ် ပါဝင်ပြောကြားခဲ့ပါသည်။
၃။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းတွင် အောက်ဖော်ပြပါ အချက်များ အဓိက ပါဝင်ပါသည်-
(က) UNICEF မှ အဖွဲ့အစည်း၏ လုပ်ပိုင်ခွင့်အာဏာနှင့်အညီ ကလေးငယ်များ၏ အခွင့်အရေး အား ကာကွယ်ပေးနေခြင်း၊ ကမ္ဘာတစ်ဝန်းရှိ အထိရှလွယ်ဆုံးသူများကို လိုအပ်သည့် အကူအညီများ၊ အထူးသဖြင့် ပညာရေးနှင့် ကျန်းမာရေး ကဏ္ဍဆိုင်ရာဝန်ဆောင်မှုများ ပေးအပ်နေခြင်းနှင့် ယင်းအကူအညီများ ရရှိနိုင်အောင် ဆောင်ရွက်ပေးလျက်ရှိခြင်းတို့အပေါ် မိမိတို့ အနေဖြင့် အမြဲပင် ကျေးဇူးတင်ရှိပါကြောင်း၊
(ခ) မြန်မာနိုင်ငံတွင် မိမိတို့၏ ကလေးငယ်များအနေဖြင့် လူသားချင်းစာနာထောက်ထားမှု အကူအညီများနှင့် အသက်ကယ်ထောက်ပံ့မှုများအတွက် UNICEF နှင့် ၎င်း၏မိတ်ဖက် များကို မှီခိုအားထားရပါကြောင်း၊ လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ အကူအညီ လိုအပ်ချက် မြင့်မားလာမှုအား ဖြည့်တင်းနိုင်ရန် အချိန်အခါ ကိုက်ညီသော၊ လုံလောက် သော၊ စီမံခန့်ခွဲရ လွယ်ကူသော ရန်ပုံငွေများက အထူးအရေးပါလာကြောင်း၊ သို့သော် ထို့ထက်ပို၍ လုပ်ဆောင်ရန် လိုအပ်လျက်ရှိနေသေးကြောင်း၊
(ဂ) ၁-၂-၂၀၂၁ ရက်နေ့ စစ်တပ်က မတရား စစ်အာဏာသိမ်းရန် ကြိုးပမ်းခဲ့ချိန်က စ၍ မြန်မာနိုင်ငံရှိ ကလေးငယ်များအနေဖြင့် စစ်တပ်မှ ကျူးလွန်သော ရက်စက်ကြမ်းကြုတ်မှုဒဏ်များကို အလွန်အမင်း ခါးစည်းခံနေရကြောင်း၊ ကလေးငယ်များနှင့်ဆက်စပ်သည့် အကျပ်အတည်း မြောက်များစွာ ရင်ဆိုင်နေရကြောင်း၊ ယနေ့မိန့်ခွန်းတွင် ကလေးငယ် များ၏ အသက်အိုးအိမ်အား ကယ်တင်ရေးကိုသာ ဇောင်းပေး ပြောကြားလိုကြောင်း၊
(ဃ) ၆ သန်းသော ကလေးငယ်များအနေဖြင့် အဆိုးရွားဆုံး လူသားစာနာအကျပ်အတည်း ဒုက္ခ နှင့် ရင်ဆိုင် နေရကြောင်း၊ ၃.၅ သန်းခန့်သော ပြည်တွင်းနေရပ်စွန့်ခွာသူများအနက် ၃၃ ရာခိုင်နှုန်း မှာ ကလေးငယ်များ ဖြစ်ကြောင်း၊
(င) စစ်တပ်နှင့် ၎င်း၏ လက်ပါးစေများက ကျူးလွန်သည့် မဆင်မခြင် ဗုံးကြဲတိုက်ခိုက်မှုများ၊ သတ်ဖြတ်ခြင်းများနှင့် ကိုယ်လက်အင်္ဂါချို့တဲ့စေခြင်းတို့ကြောင့် ကလေးငယ် အများစုမှာ အသက်သေဆုံးလျှင် သေဆုံး၊ သို့မဟုတ်ပါက မိဘမဲ့ဖြစ်ခြင်း သို့မဟုတ် မသန်စွမ်း ဘဝသို့ ရောက်ရှိခဲ့ရကြောင်း၊
(စ) အထူးသဖြင့် စစ်တပ်က လူနေအိမ်များ၊ စာသင်ကျောင်းများ၊ ဆေးရုံများ၊ ဒုက္ခသည် စခန်းများနှင့် အခြားသော အဆောက်အဦများအား ပစ်မှတ်ထား လေကြောင်းတိုက်ခိုက်မှုမှာ နှစ်စဉ် မြင့်တက်၍ လာခဲ့ကြောင်း၊ ၂၀၂၄ ခုနှစ် တစ်နှစ်တည်း၌ပင် စစ်တပ်မှ ကျူးလွန်သည့် လေကြောင်းတိုက်ခိုက်မှုပေါင်း ၁,၃၁၅ အထိ ရှိခဲ့ကြောင်း၊ အချို့သော ကလေးငယ်များမှာ ယာယီစခန်းတဲများနှင့် ဗုံးခိုကျင်းများတွင် ပညာသင်ကြားနေကြရကြောင်း၊
(ဆ) ထို့ပြင် မြန်မာနိုင်ငံတွင် ကလေးငယ်များအတွက် ကာကွယ်ဆေးထိုးပေးခြင်းက စိုးရိမ်ရ သော အကျပ်အတည်းတစ်ခု ဖြစ်လာလျက်ရှိကြောင်း၊ မြန်မာနိုင်ငံတွင် ပုံမှန် ကာကွယ်ဆေးထိုး ပေးသည့် အစီအစဉ် အများအပြား၊ အထူးအားဖြင့် သွားရောက်ရန် ခက်ခဲသည့် နေရာဒေသများ တွင် လုပ်ဆောင်နိုင်ခြင်း မရှိတော့ကြောင်း၊ သို့ဖြစ်ရာ ကလေးငယ်များအနေဖြင့် ၎င်းတို့အတွက် လိုအပ်သည့် ကာကွယ်ဆေးထိုးခွင့်ကို ဆုံးရှုံး နေကြရကြောင်း၊
(ဇ) ထိုသို့ ပုံမှန် ကာကွယ်ဆေးထိုးနှံခြင်း မရှိပါက ကူးစက်လွယ်သော ရောဂါများ ပြန့်ပွားမှု ကို မြင့်တက်လာစေနိုင်ကြောင်း၊ ယင်းသို့သော အခြေအနေဖြစ်ပေါ်လာပါက နိုင်ငံ၏ အနာဂတ် အတွက်သာမက အိမ်နီးချင်းနိုင်ငံများနှင့် ဒေသတွင်း ကျော်လွန်၍ပါ ရိုက်ခတ်မှု များ ရှိလာနိုင် ကြောင်း၊
(ဈ) တစ်ဖက်တွင်လည်း မြန်မာနိုင်ငံရှိ ကလေးငယ်များအပေါ် ရုပ်ပိုင်းနှင့် စိတ်ပိုင်းဆိုင်ရာ ကျန်းမာမှုအပေါ် ကျရောက်သည့်အခြေအနေနှင့် အန္တရာယ်တို့မှာ မှန်းဆ၍ပင် မရနိုင် တော့ဘဲ ၎င်းတို့၏ အနာဂတ်အတွက်မှာ အလွန်အမင်း ခြိမ်းခြောက်မှုပြုနေပြီဖြစ် ကြောင်း၊
(ည) ယခုအခြေအနေတွင် ကလေးငယ်များ အပါအဝင် အပြစ်မဲ့ အရပ်သားပြည်သူများ၏ အသက်အား ကယ်တင်နိုင်မည့် တစ်ခုတည်းသော နည်းလမ်းမှာ စစ်အာဏာရှင်စနစ် အပြီးတိုင် ချုပ်ငြိမ်းရေးနှင့် စစ်တပ်ထံသို့ လေယာဉ်ဆီ စီးဆင်းမှု ဖြတ်တောက်ရေးတို့ပင် ဖြစ်ကြောင်း၊
(ဋ) မိမိတို့ဘက်မှ ကျွမ်းကျင်သူများနှင့် အရင်းအမြစ်များ၏ ပြောကြားချက်များအရ လက်ရှိ အနေအထားတွင် ရောက်ရှိရန် ခက်ခဲသည့် ဒေသများသို့ အသက်ကယ် ထောက်ပံ့ကူညီမှုများကို လေကြောင်းမှတဆင့် ပို့ဆောင်နေခြင်း မရှိပါကြောင်း၊
(ဌ) ကလေးငယ်များအား အကာအကွယ် ပေးရေးက အဓိကသော့ချက်ဖြစ်ကြောင်း၊ ဤသည်မှာ သက်ဆိုင်ရာနိုင်ငံ၏ အဓိက တာဝန်ဖြစ်သည်ကိုနားလည်ကြောင်း၊ သို့ရာတွင် မိမိ တို့ အနေဖြင့် နိုင်ငံတကာ၏ အကူအညီ လိုအပ်နေကြောင်း၊ သို့ဖြစ်ပါ၍ မိမိတို့ ပြည်သူများ၊ မိမိတို့ ကလေးငယ်များ၏ အသက်ကို ကယ်တင်နိုင်ရေးအတွက် စစ်တပ်ထံသို့ ဂျက်လေယာဉ်ဆီများ စီးဆင်းမှုဖြတ်တောက်ရန် မိမိတို့၏ ကြိုးပမ်းအားထုတ်မှုများကို ကူညီပေးကြပါရန် နိုင်ငံတကာ အသိုက်အဝန်းနှင့် UNICEF အပါအဝင် ကုလသမဂ္ဂ အေဂျင်စီများ အား တိုက်တွန်း မေတ္တာရပ်ခံ လိုပါကြောင်း၊
(ဍ) မိမိတို့ဘက်မှလည်း ကလေးငယ်များ၏ အသက်နှင့် ၎င်းတို့၏ အနာဂတ်အား ကယ်တင်ရန် ဆက်လက်၍ အစွမ်းကုန် လုပ်ဆောင်သွားမည်ဖြစ်ကြောင်း၊ မြန်မာကလေးငယ်များနှင့် ၎င်းတို့၏ အနာဂတ်အား ကယ်တင်ပေးကြရန် မေတ္တာရပ်ခံလိုပါကြောင်း။
၄။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းအပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲဖော်ပြအပ်ပါသည်။

Statement by Ambassador Kyaw Moe Tun, Permanent Representative of the Republic of the Union of Myanmar to the United Nations at the First Regular Session 2025 of the Executive Board of United Nations Children’s Fund

Mr. President,
At the outset, I wish to congratulate you Mr. President and other members of the Bureau for your election. I thank Madam Catherine Russell, Executive Director of UNICEF, for her statement.
We always pay tribute to the UNICEF in discharging its mandate working to protect the rights of every child and to provide and advocate for required assistance especially in the education and health services to the most vulnerable ones around the globe.
In Myanmar, our children rely on the humanitarian and life-saving aids from UNICEF and its partners. Timely, sufficient and flexible funding is critical to meet the growing humanitarian needs. However, I must emphasize that much more need to be done.
Since the attempted unlawful military coup on 1 February 2021, children in Myanmar have been bearing brunt of the atrocities of the military junta. We have so many issues related to children. Today, let me focus on the area of saving lives of children.
6 million children have been living in the worst humanitarian settings. 33 percent of over 3.5 internally displaced persons are children.
Many have either died or become orphaned or disabled due to the repeated launch of indiscriminate airstrikes, committed killing and maiming of children by the military junta and its affiliates.
Indiscriminate aerial attacks by the junta targeting homes, schools, hospitals, displacement camps and other infrastructures have increased every year. In 2024 alone, there were 1315 air strikes by the junta.
Some children are taking their classes at make-shift tents and bunkers.
Moreover, immunization has become a severe crisis in Myanmar. Many routine immunization programs in Myanmar especially in hard-to-reach areas have largely collapsed where children are losing their required dozes.
Lack of regular immunization will increase risk of outbreak of communicable diseases. If so, it will have impact on the future of the country as well as on the neighbouring countries and beyond.
The degree of direness and risk falling onto the physical and mental well-being of children in Myanmar is unimaginable and serve as a threat to their future.
Only way at this moment to help save lives of innocent civilians including children is to end the military dictatorship and to stop flow of jet fuel to the military junta.
According to our experts and sources, under this circumstance, no live-saving assistance is transported via airplane to hard-to-reach areas.
Mr. President, protection of children is the key. We know that it is the primary responsibility of the state. But we need help from you all. Therefore, I appeal again to the international community and the UN agencies including the UNICEF help our efforts to stop the flow of jet fuel to the military junta in order to save lives of our people, our children.
On our part, we will continue put all out our efforts to save the children and their future.
Please save Myanmar children and their future.
