သတင်းအဖြစ်ထုတ်ပြန်ချက်
Executive Board of the United Nations Children’s Fund ၏ ၂၀၂၄ ခုနှစ်အတွက် ဒုတိယအကြိမ် ပုံမှန်အစည်းအဝေးတွင် ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်း ကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း က ကလေးငယ်များသည် စစ်တပ်မှ ကျူးလွန်သော ရက်စက်ကြမ်းကြုတ်မှုများနှင့် ပြိုလဲလုနီးပါးဖြစ်နေသည့် ကျန်းမာရေးနှင့် ပညာရေးစနစ်၏ ဒဏ်ကို အမြင့်မားဆုံး ခါးစည်းခံနေရ၊ မြန်မာနိုင်ငံတွင် ဖြစ်ပွားနေသော ကြမ္မာဆိုးများအတွက် အကြမ်းဖက်စစ်တပ်သည် အဓိကအရင်းခံ ဖြစ်သည်မှာ ရှင်းလင်းမြင်သာ၊ မြန်မာနိုင်ငံတွင် အမှန်တကယ် အကူအညီ လိုအပ်နေသူများထံသို့ အသက်ကယ်အကူအညီများ ထိရောက်စွာ ပို့ဆောင်နိုင်ရန်အတွက် ကုလသမဂ္ဂအပါအဝင် နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့် အမျိုးသားညီညွတ်ရေးအစိုးရ၊ တိုင်းရင်းသား တော်လှန်ရေးအဖွဲ့အစည်းများအပါအဝင် သက်ဆိုင်သူများအားလုံးနှင့် အချိတ်အဆက်ရှိရှိ ဟန်ချက်ညီညီဖြင့် ပူးပေါင်းဆောင်ရွက်ရန် အထူးအလေးအနက်ထား တိုက်တွန်းလိုကြောင်း ပြောကြားခဲ့

၁။ နယူးယောက်မြို့၊ ကုလသမဂ္ဂဌာနချုပ်တွင် Executive Board of the United Nations Children’s Fund (UNICEF) ၏ ၂၀၂၄ ခုနှစ်အတွက် ဒုတိယအကြိမ် ပုံမှန်အစည်းအဝေးကို ၃-၉-၂၀၂၄ ရက် (အင်္ဂါနေ့) မှ ၆-၉-၂၀၂၄ ရက် (သောကြာနေ့) အထိ ကျင်းပပြုလုပ်လျက်ရှိပါသည်။
၂။ အဆိုပါ အစည်းအဝေးကို ၃-၉-၂၀၂၄ ရက်နေ့ နံနက် (၁၁း၀၀) နာရီအချိန်တွင် စတင်ဖွင့်လှစ်ခဲ့ပါသည်။ UNICEF ၏ အမှုဆောင်ညွှန်ကြားရေးမှူး Ms. Catherine Russell မှ အဖွင့်မိန့်ခွန်းပြောကြားခဲ့ပြီး Executive Board ၏ ဗျူရိုအဖွဲ့ဝင်နိုင်ငံများ၊ လေ့လာသူများက အထွေထွေဆွေးနွေးမှု ကဏ္ဍတွင် ပါဝင်ခဲ့ကြရာ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းကလည်း မိန့်ခွန်းတစ်ရပ် ပါဝင်ပြောကြားခဲ့ပါသည်။
၃။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းတွင် အောက်ဖော်ပြပါ အချက်များ အဓိက ပါဝင်ပါသည်-
(က) မျက်မှောက်ကမ္ဘာတွင် လက်နက်ကိုင်ပဋိပက္ခများ ချဲ့ထွင်တိုးပွား၍ ပိုမိုပြင်းထန်လာပြီး ကလေးငယ်များအပေါ် အထူးစိုးရိမ်ဖွယ်ရာအဆင့်ရှိသော အကျိုးဆက်များ ကျရောက် လျက်ရှိသည်ကိုလည်း တွေ့မြင်နေရကြောင်း၊
(ခ) ကုလသမဂ္ဂအတွင်းရေးမှူးချုပ်၏ ကလေးငယ်များနှင့် လက်နက်ကိုင်ပဋိပက္ခဆိုင်ရာ အထူးကိုယ်စားလှယ်ကလည်း သက်သေအထောက်အထားများအပေါ် အခြေခံကာ ကြီးလေးသော ချိုးဖောက်မှုများ မြင့်တက်လာခြင်းနှင့် ပတ်သက်၍ ၎င်း၏ နောက်ဆုံး ထုတ်ပြန်ထားသည့် အစီရင်ခံစာတွင် အလေးထားဖော်ပြထားကြောင်း၊
(ဂ) အရွယ်မရောက်သေးသည့် ကလေးငယ်များအား လွန်ခဲ့သောနှစ်များအတွင်း၌ တပ်သား သစ်စုဆောင်းမှုနှင့် အသုံးပြုခြင်း၊ သတ်ဖြတ်ခြင်းနှင့် ကိုယ်လက်အင်္ဂါချို့တဲ့စေခြင်း၊ အဓမ္မပြုကျင့်ခြင်းနှင့် အခြားသော လိင်ပိုင်းဆိုင်ရာ စော်ကားကျူးလွန်မှုများနှင့် မတရား ဖမ်းဆီးချုပ်နှောင်မှုများ ကျူးလွန်မှုများရှိပြီး၊ ၎င်းတို့အပေါ်ကျရောက်သော လက်ငင်းခြိမ်းခြောက်မှုများအဖြစ် ရင်ဆိုင်နေရသည်မှာ ရင်နင့်ဖွယ်ကောင်းပါကြောင်း၊
(ဃ) ဤနေရာတွင် UNICEF ၏ ဆောင်ရွက်ချက်များကို အလေးအနက်ထား ဂုဏ်ပြုချီးမွမ်းပါကြောင်း၊
(င) မြန်မာနိုင်ငံအနေဖြင့် ကျားမအခြေပြု အကြမ်းဖက်မှုများ၊ ကလေးငယ်များအပေါ် ကျူးလွန်သည့် ကြီးလေးသော ချိုးဖောက်မှုများအား စောင့်ကြည့်ခြင်း၊ ၎င်းတို့၏ စိတ်ကျန်းမာရေးနှင့် စိတ်ပိုင်းလူမှုပိုင်းဆိုင်ရာ အထောက်အပံ့များ ပေးအပ်ခြင်း စသည့် ဝန်ဆောင်မှုများအား ရရှိနိုင်စေရန် UNICEF နှင့် နိုင်ငံတကာအလှူရှင်များမှ ဆက်လက် ထောက်ပံ့ပေးလျက်ရှိသည့်အပေါ် ကျေးဇူးတင်ရှိပါကြောင်း၊
(စ) သို့ရာတွင် မြန်မာနိုင်ငံတွင် လူသားချင်းစာနာမှုအခြေအနေမှာ အလွန်အမင်း ဆိုးရွား လျက်ရှိသေးရာ မိမိတို့အနေဖြင့် ပြဿနာအား ဖြေရှင်းနိုင်ရန် အလှမ်းဝေးလျက်ရှိပါ ကြောင်း၊
(ဆ) စစ်တပ်သည် ၂၀၂၁ ခုနှစ်၊ ဖေဖော်ဝါရီလတွင် မတရား စစ်အာဏာသိမ်းရန် ကြိုးပမ်းခဲ့ချိန် မှစတင်၍ ကလေးငယ်များ အပါအဝင် မြန်မာပြည်သူများအပေါ် မြောက်များစွာသော ရက်စက်ကြမ်းကြုတ်မှုများကို ကျူးလွန်ခဲ့ကြောင်း၊
(ဇ) ထို့ပြင် မြေပြင်တိုက်ပွဲများတွင် ဆက်တိုက် ရှုံးနိမ့်နေခြင်းနှင့် တပ်သာများ ဆုံးရှုံးနေခြင်း တို့ကြောင့် စစ်တပ်သည် အတင်းအကြပ် စစ်သားစုဆောင်းမှုကို လုပ်ဆောင်လျက်ရှိ ကြောင်း၊ ယင်းမှာ ရှိရင်းစွဲ ကျယ်ပြန့်စွာ ဖြစ်ပေါ်နေသော နေရပ်စွန့်ခွာမှုနှင့် လူသားချင်း စာနာထောက်ထားမှု အကူအညီလိုအပ်ချက်တို့ကို သာ၍ ဆိုးရွားစေပြီး ပြည်သူများ ကြုံတွေ့နေသည့် အကျပ်အတည်းအပေါ် ဒုက္ခဆင့်ကဲတိုးပွားစေကြောင်း၊
(ဈ) UNICEF ၏ ထုတ်ပြန်ချက်အရ လူသားချင်းစာနာထောက်ထားမှုအကူအညီ လိုအပ်နေ သော ဒုက္ခသည် ၁၈.၆ သန်းအနက် ၆ သန်းမှာ ကလေးငယ်များဖြစ်ကြောင်း၊ ထို့အတူ ကလေးငယ် များသည် စစ်တပ်မှ ကျူးလွန်သော ရက်စက်ကြမ်းကြုတ်မှုများနှင့် ပြိုလဲလုနီးပါးဖြစ်နေသည့် ကျန်းမာရေးနှင့် ပညာရေးစနစ်၏ ဒဏ်ကို အမြင့်မားဆုံး ခါးစည်းခံနေရကြောင်း၊
(ည) တစ်နည်းအားဖြင့် မြန်မာနိုင်ငံတွင် ဖြစ်ပွားနေသော ကြမ္မာဆိုးများအတွက် အကြမ်းဖက် စစ်တပ်သည် အဓိကအရင်းခံဖြစ်သည်မှာ ရှင်းလင်းမြင်သာပါကြောင်း၊
(ဋ) ဤမျှ ခက်ခဲသောကာလတွင် စစ်တပ်၏ ကန့်သတ်ချက်များနှင့် လူသားချင်းစာနာ ထောက်ထားမှုကို နိုင်ငံရေးအရ အသုံးချနေသည့်အကြားမှ လိုအပ်နေသူများ၊ အထူး သဖြင့် ကလေးငယ်များထံသို့ လိုအပ်သည့်အကူအညီများ ရောက်ရှိစေရန် အကောင်းဆုံး ကြိုးပမ်းပေးလျက်ရှိသော UNICEF အမှုဆောင်ညွှန်ကြားရေးမှူးနှင့် အဖွဲ့ကို မြန်မာနိုင်ငံ အနေဖြင့် ကျေးဇူးတင်ရှိပါကြောင်း၊
(ဌ) မြန်မာနိုင်ငံတွင် အမှန်တကယ် အကူအညီ လိုအပ်နေသူများထံသို့ အသက်ကယ် အကူအညီများ ထိရောက်စွာ ပို့ဆောင်နိုင်ရန်အတွက် ကုလသမဂ္ဂအပါအဝင် နိုင်ငံတကာ အသိုက်အဝန်းအနေဖြင့် အမျိုးသားညီညွတ်ရေးအစိုးရ၊ တိုင်းရင်းသား တော်လှန်ရေးအဖွဲ့ အစည်းများအပါအဝင် သက်ဆိုင်သူများအားလုံးနှင့် အချိတ်အဆက်ရှိရှိ ဟန်ချက်ညီညီ ဖြင့် ပူးပေါင်းဆောင်ရွက်ရန် အထူးအလေးအနက်ထား တိုက်တွန်းလိုပါကြောင်း၊
(ဍ) မိမိတို့၏ ကလေးငယ်များ၊ မိမိတို့၏ လက်ရှိမျိုးဆက်နှင့် အနာဂတ်မျိုးဆက်များအတွက် မြန်မာပြည်သူများသည် စစ်အာဏာရှင်စနစ်ချုပ်ငြိမ်းရန်နှင့် ဖက်ဒရယ်ဒီမိုကရေစီ ပြည်ထောင်စုတည်ထောင်နိုင်ရန် ပြတ်သားသည့် သိန္နိဌာန်ချထားပြီး၊ ဆတက်ထမ်းပိုး ကြိုးပမ်းလျက်ရှိကြောင်း၊ မိမိတို့အနေဖြင့် မိမိတို့၏ ကလေးငယ်များကို အဖိုးတန်ရတနာများအဖြစ် ကာကွယ်စောင့်ရှောက်သွားမည်ဖြစ်ကြောင်း၊
(ဎ) သို့ဖြစ်ပါ၍ နိုင်ငံတကာအသိုက်အဝန်းအနေဖြင့်လည်း မိမိတို့မှ ငြိမ်းချမ်းသာယာ ဝပြော၍ ကလေးငယ်များ၏ အခွင့်အရေးကို လုံခြုံစွာ ထိန်းသိမ်းစောင့်ရှောက်ပေးနိုင်မည့် မြန်မာနိုင်ငံအားတည်ထောင်ရာတွင် ဝိုင်းဝန်းအားဖြည့် ကူညီပေးကြပါရန် မေတ္တာရပ်ခံပါကြောင်း။
၄။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းအပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲ ဖော်ပြအပ်ပါသည်။

at the 2024 UNICEF Executive Board Second Regular Session: Opening Statements by the President of the Executive Board and the Executive Director of UNICEF

Mr. President,
At the outset, I wish to express my appreciation to you, the Bureau and members of the Executive Board for convening the Second Regular Session 2024. I also thank Madam Executive Director Catherine Russell for her comprehensive statement, reiterating UNICEF’s commitment, advocacy priorities, the vision ahead, and for providing updates on the numerous humanitarian situations, including Myanmar.
Mr. President,
The world today is witnessing continued expansion and intensification of armed conflicts and their acute consequences on children. Based on verified evidence, the UNSG Special Representative for Children and Armed Conflict in her recent report emphasized the increasing grave violations against children. It is indeed disheartening that children have been facing recruitment and use, killing and maiming, rape and other forms of sexual violence and abduction as immediate threats during the past few years.
Against this backdrop, the work of UNICEF remains highly commendable.
Myanmar thanks the UNICEF and international donors for their continued support including for services on preventing gender-based violence, monitoring grave children’s rights violations, and providing their access to mental health and psychosocial support. However, we are far from meeting the ends as the humanitarian situation rests extremely dire.
The military junta has committed numerous atrocities against the people including children in Myanmar since the illegal military coup in February 2021.
Moreover, the reality of losing fights on the ground and its personnel, the junta has conducted forced conscription. This is adding another layer of sufferings on the already widespread displacement and further exacerbating the humanitarian needs. According to UNICEF, 6 million children are among over 18.6 million people in need of humanitarian assistance, and children are bearing the brunt of the junta’s atrocities as well as the near collapse of critical health and education systems.
Clearly, the military junta is the root cause of all ongoing tragedies in Myanmar.
Myanmar thanks the Executive Director and her team for their best efforts to make assistance reach to the people especially children in need in this difficult situation caused by the junta’s restrictions and politicization of humanitarian assistance.
In conclusion, Mr. President, to ensure effective delivery of such lifesaving assistance to those in need in Myanmar, we urge with urgency the international community including UN to cooperate with all relevant stakeholders including the National Unity Government (NUG) and Ethnic Resistance Organizations (EROs) in a coordinated and coherent manner.
For our children, for our current and future generations, we, the people of Myanmar are determined and redoubling our effort to end the military dictatorship and build a federal democratic union. We are committed to protect our children as assets and therefore request the international community to help us in our endeavour towards a peaceful and prosperous Myanmar that could safeguard the safety and rights of our children.
