သတင်းအဖြစ်ထုတ်ပြန်ချက်
(၇၈) ကြိမ်မြောက် ကုလသမဂ္ဂ အထွေထွေညီလာခံ၏ တတိယကော်မတီအစည်းအဝေး၌ မသန်စွမ်းသူများ အခွင့်အရေးဆိုင်ရာ အထူးအစီရင်ခံစာတင်သွင်းသူနှင့် အပြန်အလှန်ဆွေးနွေးမှုအစီအစဉ်တွင် ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းက မြန်မာနိုင်ငံတွင် မသန်စွမ်းသူများ အပါအဝင် တစ်စုံတစ်ယောက်ချင်းစီ၏ အခွင့်အရေးအား အပြည့်အဝ ကာကွယ်စောင့်ရှောက်ပေးရန်နှင့် မြှင့်တင်ပေးရန် စစ်အာဏာရှင်စနစ်အား အပြီးသတ် ချုပ်ငြိမ်းစေပြီး ဒီမိုကရေစီ ပြန်လည်အသက်သွင်းကာ ဖက်ဒရယ်ဒီမိုကရေစီပြည်ထောင်စုအား တည်ဆောက်ရမည်ဖြစ်ဟု ပြောကြားခဲ့

၁။ နယူးယောက်မြို့၌ ကျင်းပလျက်ရှိသည့် (၇၈) ကြိမ်မြောက် ကုလသမဂ္ဂအထွေထွေညီလာခံ လူမှုရေး၊ လူသားချင်းစာနာမှုနှင့် ယဉ်ကျေးမှုဆိုင်ရာကော်မတီ (တတိယကော်မတီ) ၌ ၂၆-၁၀-၂၀၂၃ ရက် (ကြာသပတေးနေ့)၊ နံနက်ပိုင်းတွင် မသန်စွမ်းသူများ အခွင့်အရေးဆိုင်ရာ အထူးအစီရင်ခံစာတင်သွင်းသူ နှင့် အပြန်အလှန်ဆွေးနွေးမှုအစီအစဉ်အား ကျင်းပပြုလုပ်ခဲ့ပါသည်။
၂။ အဆိုပါအစီအစဉ်တွင် Special Rapporteur on the rights of persons with disabilities Mr. Gerard QUINN က ၎င်း၏ အစီရင်ခံစာကို အဓိကဆွေးနွေးတင်ဆက်ခဲ့ပြီး (၂၄) နိုင်ငံမှ ကိုယ်စားလှယ် များ ပါဝင်ဆွေးနွေးခဲ့ကြရာ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းလည်း ပါဝင်ဆွေးနွေးခဲ့ပါသည်။
၃။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ်၏ ဆွေးနွေးပြောကြားမှုတွင် အောက်ဖော်ပြပါအချက်များ အဓိက ပါဝင်ပါသည်-
(က) ပဋိပက္ခများနှင့် လူသားချင်းစာနာမှုဆိုင်ရာ အကျပ်အတည်းများသည် မသန်စွမ်းသူများ အပေါ် အချိုးမညီမျှစွာ ထိခိုက်နေပြီး ၎င်းတို့သည် ပဋိပက္ခများအတွင်း၌ အကြမ်းဖက်မှုနှင့် အလွဲသုံးစားအပြုခံရမှု အန္တရာယ်ကို ကြီးကြီးမားမား ရင်ဆိုင်နေရကြောင်း၊
(ခ) မြန်မာနိုင်ငံတွင် ၂၀၂၁ ခုနှစ်၊ ဖေဖော်ဝါရီလအတွင်း၌ မတရားစစ်အာဏာသိမ်းမှုနှင့် စစ်တပ်မှ လက်ရှိ ကျူးလွန်လျက်ရှိသော ရက်စက်ကြမ်းကြုတ်မှုများကြောင့် မတရား စစ်အာဏာသိမ်းမှု မတိုင်မီကာလအတွင်း မသန်စွမ်းသူများအခွင့်အရေးများ အပါအဝင် လူ့အခွင့်ရေးအား ကာကွယ်မြှင့်တင်ပေးသည့် တိုးတက်မှုများအားလုံးသည် ပြောင်းပြန် အခြေအနေသို့ ရောက်ရှိခဲ့ကြောင်း၊ ယခုအခါ မြန်မာနိုင်ငံသည် အလွန်စိုးရိမ်ရသည့် လူ့အခွင့်အရေးနှင့် လူသားချင်းစာနာမှု အကျပ်အတည်းအတွင်းသို့ ကျရောက်နေကြောင်း၊
(ဂ) မြန်မာပြည်သူများသည် အာဏာသိမ်းစစ်တပ်၏ လက်ထဲတွင် ဆင်းရဲဒုက္ခများကို နေ့စဉ်နှင့်အမျှ ကြံ့ကြံ့ခံဖြတ်သန်းနေရပြီး အများစုမှာ မတရားဖမ်းဆီးခြင်း၊ ချုပ်နှောင်ခံရခြင်းနှင့် အချို့မှာ အသက်ပင်ဆုံးရှုံးခဲ့ရပြီဖြစ်ကြောင်း၊
(ဃ) စစ်တပ်မှ ပြည်သူများအပေါ် မဆင်မခြင်နှင့် အချိုးအစား မညီမျှသော တိုက်ခိုက်မှုများနှင့် အကြမ်းဖက်မှုများ ကျူးလွန်နေခြင်းကြောင့် မြောက်များစွာသော အသက်သေဆုံးမှုများ၊ ထိခိုက်ဒဏ်ရာရရှိမှုများ ဖြစ်ပေါ်ခဲ့ကြောင်း၊
(င) ဤအခြေအနေတွင် အမျိုးသားညီညွတ်ရေးအစိုးရအနေဖြင့် လိုအပ်နေသူများထံ လိုအပ်သည့် အကူအညီများ ပေးအပ်နိုင်ရေးအတွက် အတက်နိုင်ဆုံး ကြိုးပမ်းဆောင်ရွက် ပေးလျက်ရှိကြောင်း၊
(စ) မြန်မာနိုင်ငံတွင် မသန်စွမ်းသူများအပါအဝင် တစ်စုံတစ်ယောက်ချင်းစီ၏ အခွင့်အရေးအား အပြည့်အဝကာကွယ်စောင့်ရှောက်ပေးရန်နှင့် မြှင့်တင်ပေးရန် စစ်အာဏာရှင်စနစ်အား အပြီးသတ် ချုပ်ငြိမ်းစေပြီး ဒီမိုကရေစီပြန်လည်အသက်သွင်းကာ ဖက်ဒရယ်ဒီမိုကရေစီ ပြည်ထောင်စုအား တည်ဆောက်ရမည်ဖြစ်ကြောင်း၊
(ဆ) ပဋိပက္ခဒဏ်ခံရသည့် နိုင်ငံများတွင် အသုံးပြုသည့် ကျင့်စဉ်များကို အခြေခံ၍ မြန်မာနိုင်ငံရှိ မသန်စွမ်းသူများ အခွင့်အရေးများအား ကာကွယ်မြှင့်တင်ပေးရန် ကြိုးပမ်းအားထုတ်နေ သည့် အမျိုးသားညီညွတ်ရေးအစိုးရနှင့် မြန်မာပြည်သူများအား ကုလသမဂ္ဂနှင့် အဖွဲ့ဝင်နိုင်ငံများမှ အကူအညီပေးအပ်ရန် အထူးအစီရင်ခံစာတင်သွင်းသူအနေဖြင့် မည်သို့ အကြံပြုလိုကြောင်း။
၄။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းအပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲ ဖော်ပြအပ်ပါသည်။

at the Interactive Dialogue with the Special Rapporteur on the Rights of Persons with Disability at the Third Committee of the 78th session of the UN General Assembly

Mr. Chair,
Myanmar thanks the Special Rapporteur for his reports.
We are of the view that persons with disabilities (PWDs) are disproportionately affected during situations of conflicts and humanitarian crises.
In my country Myanmar, the illegal military coup in February 2021 and the ongoing the military junta’s atrocities have reversed all the progresses achieved earlier in the area of promotion and protection of human rights including the rights of persons with disabilities, and made Myanmar in the serious human rights and humanitarian crisis.
Every day, the people of Myanmar endure suffering at the hands of the military junta. Many face experiencing arbitrary arrests, detentions, and some even loss of life.
The military junta’s indiscriminate and disproportionate attacks and violence against the people have resulted in loss of many lives and injured many.
Under this circumstance, the National Unity Government has spared no efforts to provide necessary assistance to those who are in need. The NUG is doing everything it can to promote and protect the rights of persons with disabilities. We are even preparing for the event after the successful completion of our revolution on ending the military dictatorship.
It is clear that the most effective means to safeguard and promote the rights of every one in Myanmar, including persons with disabilities is by putting an end to the military dictatorship, restoring democracy and establishing a federal democratic union.
With that, Mr. Special Rapporteur, I wish to seek your view. Based on the good practices in conflict affected countries, what is your recommendation to the UN and member states to help effectively the National Unity Government and the people of Myanmar in our efforts to protect and promote the rights of persons with disabilities.
