သတင်းအဖြစ်ထုတ်ပြန်ချက်
ယူကရိန်းနိုင်ငံအပေါ် ကျူးကျော်မှုဆိုင်ရာ (၁၁) ကြိမ်မြောက် ကုလသမဂ္ဂအထွေထွေညီလာခံ အရေးပေါ်အထူးအစည်းအဝေး၌ မြန်မာနိုင်ငံသည် စစ်တပ်၏ လူမဆန်စွာ ရက်စက်ကြမ်းကြုတ်မှုများ၊ လူသားမျိုးနွယ်အပေါ်ကျူးလွန်သည့် ရာဇ၀တ်မှုများကြောင့် ဖြစ်ပေါ်လာသည့် အလားတူဆင်းရဲဒုက္ခများနှင့် ရင်ဆိုင်နေရသည့်အတွက် ယူကရိန်းပြည်သူများ ကြုံတွေ့နေရသောဒုက္ခများကို တခြားသူများထက် ပိုမိုနားလည်မျှဝေခံစားနိုင်ပြီး ယူကရိန်းပြည်သူများနှင့်အတူ ခိုင်မာစွာရပ်တည်လျက်ရှိကာ မြန်မာနိုင်ငံအနေဖြင့် ယူကရိန်းနိုင်ငံအပေါ်ကျူးကျော်မှုဆိုင်ရာ ဆုံးဖြတ်ချက်အဆိုမူကြမ်းအား ပူးတွဲအဆိုရှင်အဖြစ်ပါဝင်၍ ထောက်ခံမဲပေးခဲ့

၁။ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းသည် ၂၀၂၂ ခုနှစ်၊ မတ်လ ၂ ရက်နေ့ နံနက်ပိုင်းတွင်ပြုလုပ်သော ကုလသမဂ္ဂအထွေထွေညီလာခံ၏ ယူကရိန်းနိုင်ငံအပေါ် ကျူးကျော်မှုအရေးပေါ်အခြေအနေဆိုင်ရာ အထူးအစည်းအဝေးသို့ တက်ရောက်၍ မိန့်ခွန်းပြောကြားခဲ့ ပါသည်။
၂။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ်၏ မိန့်ခွန်းတွင် အောက်ဖော်ပြပါအဓိကအချက်များ ပါဝင်ပါသည်-
(က) ဤအရေးပေါ်အထူးအစည်းအဝေးခေါ်ယူခြင်းကို ကြိုဆိုပါကြောင်းနှင့် အစည်းအဝေးခေါ်ယူခြင်းနှင့် ပတ်သက်၍ ကုလသမဂ္ဂအထွေထွေညီလာခံသဘာပတိနဲ့ ကုလသမဂ္ဂအတွင်းရေးမှူးချုပ်တို့ကို ကျေးဇူးတင် ရှိပါကြောင်း၊ ယခုအထူးအစည်းအဝေးသည် အချိန်နှင့် တစ်ပြေးညီဖြစ်ပြီး၊ ယူကရိန်းရင်ဆိုင်နေရသော ဆိုးရွားသည့်အခြေအနေများနှင့် ပတ်သက်၍ နိုင်ငံကြီး၊ ငယ်မဆို နိုင်ငံအားလုံး မိမိတို့၏ အသံနှင့် စိုးရိမ်ပူပန်မှုများကို ထုတ်ဖော်ပြောကြားခွင့်ရမည်ဖြစ်ပါကြောင်း၊
(ခ) မြန်မာနိုင်ငံသည် နိုင်ငံတိုင်း၏ နယ်မြေစိုးမိုးရေး၊ လွတ်လပ်ရေးနှင့် အချုပ်အခြာအာဏာတို့အပေါ် အမြဲတမ်းခိုင်မာစွာ ရပ်တည်လျက်ရှိပါကြောင်း၊ ယူကရိန်းနိုင်ငံကို ကျူးကျော်ဝင်ရောက်ပြီး ယူကရိန်း ပြည်သူများအပေါ် တရားမျှတမှုမရှိသော တိုက်ခိုက်မှုများကို ရှုတ်ချပါကြောင်း၊ ယင်းလုပ်ရပ်များသည် ကုလသမဂ္ဂပဋိညာဉ်စာတမ်းနှင့် နိုင်ငံတကာဥပဒေများကို သိသာထင်ရှားစွာ ချိုးဖောက်ခြင်းဖြစ်ကြောင်း၊ ယူကရိန်းနိုင်ငံ၏ အချုပ်အခြာအာဏာ၊ လွတ်လပ်ရေးနှင့် ပိုင်နက်နယ်မြေကို လေးစားရန် မြန်မာနိုင်ငံ အနေဖြင့် တောင်းဆိုပါကြောင်း၊
(ဂ) မြန်မာနိုင်ငံသည် ယူကရိန်း၏ မြေပြင်အခြေအနေများအပေါ် စိုးရိမ်ပူပန်ခြင်းကြီးစွာဖြင့် စောင့်ကြည့်လျက်ရှိပါကြောင်း၊ ရုရှားဖက်ဒရေးရှင်း၏ ပြင်းထန်သောတိုက်ခိုက်မှုများကြောင့် အခြေအနေ များ ပိုမိုဆိုးရွားလာနေခြင်းသည် ဝမ်းနည်းစရာပင်ဖြစ်ကြောင်း၊ ဤတိုက်ခိုက်မှုကြောင့် လူအများအပြား သေဆုံးကာ သိန်းနှင့်ချီသော လူအများအပြားသည် အိုးအိမ်စွန့်ခွာထွက်ပြေးသွားကြရသည့်အတွက် အအေး လွန်ကဲသော ရာသီဥတုတွင် လူအများဒုက္ခရောက်နေကြပါကြောင်း၊ ယူကရိန်းအပေါ် စစ်မက်ပြုတိုက်ခိုက် မှုများ ချက်ချင်းရပ်တံ့ရန် တောင်းဆိုပါကြောင်း၊
(ဃ) မြန်မာနိုင်ငံသည် မြန်မာစစ်တပ်၏ လူမဆန်စွာ ရက်စက်ကြမ်းကြုတ်မှုများ၊ လူသားမျိုးနွယ် အပေါ် ကျူးလွန်သည့် ရာဇ၀တ်မှုများကြောင့် ဖြစ်ပေါ်လာသည့် အလားတူဆိုးရွားသော ဆင်းရဲဒုက္ခများနှင့် ရင်ဆိုင်နေရသည့်အတွက် ယူကရိန်းပြည်သူများ ကြုံတွေ့နေရသောဒုက္ခများကို တခြားသူများထက် ပိုမို နားလည်မျှဝေခံစားနိုင်ပါကြောင်း၊
(င) မြန်မာစစ်တပ်မှ ပြည်သူများအပေါ် အင်အားအလွန်အကျွံသုံးစွဲ၍ ခွဲခြားဖိနှိပ်တိုက်ခိုက်မှုများအပြင် လူမဆန်စွာရက်စက်ကြမ်းကြုတ်သော လုပ်ရပ်များကြောင့် နေအိမ်များ၊ ဘာသာရေးအဆောက်အအုံများ၊ ကျန်းမာရေးစောင့်ရှောက်မှု အဆောက်အအုံများ၊ စာသင်ကျောင်းများနှင့် လယ်ယာမြေများ ပျက်စီးခဲ့ပြီး သိန်းနှင့်ချီသော ပြည်သူများသည် မိမိတို့နေရပ်များမှ စွန့်ခွာခဲ့ရသည့်အတွက် အိုးမဲ့အိမ်မဲ့ဖြစ်ခဲ့ရကြောင်း၊ လူပေါင်းများစွာ သေဆုံးဒဏ်ရာရရှိခဲ့ပါကြောင်း၊ ယင်းကဲ့သို့ ဆုံးရှုံးနစ်နာသူများတွင် မသန်စွမ်းသူများ၊ သက်ကြီးရွယ်အိုများ၊ အမျိုးသမီးများ၊ မိန်းကလေးများနှင့် ကလေးသူငယ်များကဲ့သို့သော ထိခိုက်လွယ် သောအုပ်စုများ ပါဝင်ပါကြောင်း၊
(စ) တိုက်ခိုက်မှုများမှ လွတ်မြောက်အောင် ထွက်ပြေးလာကြသည့် ယူကရိန်းနိုင်ငံသားများနှင့် အခြားနိုင်ငံသားများအား နယ်စပ်များဖွင့်ပြီး နွေးထွေးစွာလက်ခံပေးသော ယူကရိန်းနိုင်ငံ၏ အိမ်နီးချင်းနိုင်ငံ များကို ချီးကျူးလိုပါကြောင်း၊ ထို့ပြင် ယူကရိန်းကို တတ်နိုင်သမျှ နည်းမျိုးစုံဖြင့် ပံ့ပိုးပေးသော အဖွဲ့ဝင်နိုင်ငံ များအားလုံးကိုလည်း ကျေးဇူးတင်ရှိပါကြောင်း၊ ယခုထက်ပို၍ ဆက်လက်ပံ့ပိုးပေးရန် မေတ္တာရပ်ခံ ပါကြောင်း၊
(ဆ) ကုလသမဂ္ဂပဋိညာဉ်စာတမ်းကို အစချီရာတွင် “ကုလသမဂ္ဂအဖွဲ့ဝင်နိုင်ငံများ၏ ပြည်သူများဖြစ်သည့် ကျွန်ုပ်တို့သည် မျိုးဆက်သစ်အဆက်ဆက်ကို စစ်ဘေးဒဏ်မှ ကယ်တင်ရန် ဆုံးဖြတ်သည်” ဟူသော စာသားဖြင့် ရှင်းလင်းတိကျစွာ စတင်ခဲ့ခြင်း ဖြစ်ပါကြောင်း၊ “ကုလသမဂ္ဂအဖွဲ့ဝင်နိုင်ငံများ၏ ပြည်သူများ ဖြစ်သည့် ကျွန်ုပ်တို့သည် နိုင်ငံတကာငြိမ်းချမ်းရေးနဲ့ လုံခြုံရေးကို ထိန်းသိမ်းရန်အတွက် မိမိတို့အင်အားကို ပေါင်းစည်းရန်၊ အခြေခံသဘောတရားများကို လက်ခံရင်း၊ လုပ်ထုံးလုပ်နည်းများခိုင်မာအောင် ဆောင်ရွက် ရင်း လက်နက်ကိုင်အင်အားကို အသုံးမပြုရေး၊ ဘုံအကျိုးစီးပွားကို ဖော်ဆောင်ရေးတို့ကို ဆောင်ရွက်ရန် ဆုံးဖြတ်သည်” ဆိုသည့်အချက်ကို ထပ်လောင်းသတိရစေလိုပါကြောင်း၊
(ဇ) ကျွန်ုပ်တို့အားလုံးသည် ကုလသမဂ္ဂပဋိညာဉ်အခြေခံမူများနှင့်အညီ ရပ်တည်ရန်၊ တရားမျှတမှုဘက် ရပ်တည်ရန်အချိန် ဖြစ်ပါကြောင်း၊
(ဈ) မြန်မာနိုင်ငံသည် ယူကရိန်းပြည်သူများနှင့်အတူ ခိုင်မာစွာရပ်တည်ပါကြောင်း၊ ထို့ကြောင့် ယူကရိန်း နိုင်ငံအပေါ် ကျူးကျော်မှုဆိုင်ရာ ဆုံးဖြတ်ချက်အဆိုမူကြမ်းတွင် ပူးတွဲအဆိုရှင်အဖြစ်ပါဝင်၍ ထောက်ခံမဲ ပေးမည်ဖြစ်ပါကြောင်း၊
(ည) ကမ္ဘာ့တစ်ဝှမ်းတွင် တရားမျှတမှု၊ လွတ်လပ်မှုနှင့် ငြိမ်းချမ်းရေးရှိရမည်ဖြစ်ပါကြောင်း။
၃။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းအပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲဖော်ပြအပ်ပါသည်။
၄။ ယူကရိန်းနိုင်ငံအပေါ် ကျူးကျော်မှုဆိုင်ရာ ဆုံးဖြတ်ချက်အဆိုမူကြမ်းကို ထောက်ခံမဲ (၁၄၁) မဲ၊ ကန့်ကွက်မဲ (၅) မဲ၊ ကြားနေမဲ (၃၅) မဲ ဖြင့် ၂-၃-၂၀၂၂ ရက်နေ့တွင် ကုလသမဂ္ဂအထွေထွေညီလာခံ အရေးပေါ်အထူးအစည်းအဝေး၌ အတည်ပြုခဲ့ပါသည်။ မြန်မာနိုင်ငံအပါအဝင် နိုင်ငံပေါင်း (၁၀၀) နီးပါးက ပူးတွဲအဆိုရှင်အဖြစ် ပါဝင်ခဲ့ပါသည်။

Statement by Ambassador Kyaw Moe Tun, Permanent Representative of the Republic of the Union of Myanmar at the Emergency Special Session of the United Nations General Assembly on the Situation in Ukraine
(New York, 2 March 2022)
Mr. President,
At the outset, we welcome the convening of this emergency special session. We thank the President of General Assembly and the Secretary-General of the United Nations in this regard. This emergency special session is timely, and it would allow all countries, small and big, to raise our voices on the serious situation Ukraine is facing and our concerns in this state of affairs of this universal organ, the United Nations.
Myanmar always adheres to and takes firm position on the territorial integrity, independence and sovereignty of all countries. Therefore, Myanmar condemns the invasion of Ukraine and unprovoked attacks against the people of Ukraine. These acts are flagrant violation of the United Nations Charter and international law. Myanmar calls on to respect the sovereignty, independence and territorial integrity of Ukraine.
We have been following with great concern the situation on the ground in Ukraine. It is regrettable that the situation is further escalating with intensified attacks of the Russian Federation. As a result, many people have been killed, andhundreds of thousands of people left their homes. The people are suffering even in the severe cold weather. We call on immediate cessation of hostilities and attacks on Ukraine.
Myanmar understand and share more than others the suffering that the people of Ukraine are encountering. The people of Myanmar are facing similar suffering resulted from the inhumane acts, atrocities, crimes against humanity committed by the Myanmar military.Due to the military’s excessive use of force and indiscriminate attacks on people as well as their inhumane and brutal acts, many houses, religious facilities, healthcare facilities, schools and farmland have been destroyed, and accordingly hundreds of thousands of people have to leave the respective places and became displaced people in addition to number of people death and injured. The displaced people and victims include people from vulnerable groups such as people with disability, elderly people, women, girls and children.
I wish to commend the neighbouring countries of Ukraine which open their borders and extend warm reception of Ukrainians and other nationals who escaped from the terrifying attacks. We also thank all member states who support Ukraine in every possible ways. I appeal them to continue to do so and do more.
Mr. President,
The UN Charter clearly begins with “We the peoples of the United Nations determined to save succeeding generations from the scourge of war”. I wish to further recall that “We the peoples of the United Nations determined to unite our strength to maintain international peace and security and to ensure, by the acceptance of principles and the institution of methods, that armed force shall not be used, save in the common interest.”
Excellencies, dear colleagues, it is time for all of us to stand with justice and stand with the principles of the UN Charter.
Myanmar stands in solidarity with the people of Ukraine. In doing so, Myanmar cosponsored the draft resolution and will vote YES.
Justice, freedom and peace must prevail all over the world.
