သတင်းအဖြစ်ထုတ်ပြန်ချက်
(၇၇) ကြိမ်မြောက် ကုလသမဂ္ဂအထွေထွေညီလာခံ၏ တတိယကော်မတီတွင် လူ့အခွင့်အရေးကာကွယ်စောင့်ရှောက်သူများဆိုင်ရာ အထူးအစီရင်ခံစာတင်သွင်းသူနှင့် အပြန်အလှန် ဆွေးနွေးမှုအစီအစဉ်၌ ၂၀၂၁ ခုနှစ်၊ ဖေဖော်ဝါရီလ (၁) ရက်နေ့ တရားမဝင်စစ်အာဏာသိမ်းမှု နောက်ပိုင်းတွင်လည်း စစ်တပ်၏ လူ့အခွင့်အရေးချိုးဖောက်မှုများသည် ပိုမိုဆိုးရွားလာကြောင်း မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း က ပြောကြား

၁။ (၇၇) ကြိမ်မြောက် ကုလသမဂ္ဂအထွေထွေညီလာခံ၊ တတိယကော်မတီတွင် လူ့အခွင့်အရေး မြှင့်တင်ကာကွယ်ရေးဘာသာရပ်အောက်၌ လူ့အခွင့်အရေးကာကွယ်စောင့်ရှောက်သူများ၏ အခြေအနေ ဆိုင်ရာ အထူးအစီရင်ခံစာတင်သွင်းသူနှင့် အပြန်အလှန်ဆွေးနွေးမှုအစီအစဉ်ကို ၁၃-၁၀-၂၀၂၂ ရက်နေ့ တွင် ကျင်းပပြုလုပ်ခဲ့ရာ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းမှ ပါဝင်ဆွေးနွေးပြောကြားခဲ့ပါသည်။
၂။ သံအမတ်ကြီး ဦးကျော်မိုးထွန်း၏ မိန့်ခွန်းတွင် အောက်ဖော်ပြပါ အဓိကအချက်များ ပါဝင်ပါသည်-
(က) လူ့အခွင့်အရေး ကာကွယ်စောင့်ရှောက်သူများ၏ အခြေအနေဆိုင်ရာ အထူးအစီရင်ခံစာတင်သွင်းသူ ၏ အစီရင်ခံစာအတွက် ကျေးဇူးတင်ရှိကြောင်းနှင့် လူ့အခွင့်အရေး ကာကွယ်စောင့်ရှောက်သူများ၊ အထူးသဖြင့် ရွှေ့ပြောင်းနေထိုင်သူများ၊ ဒုက္ခသည်များနှင့် ခိုလှုံခွင့်ရှာဖွေနေသူများနှင့် ပတ်သက်၍ ဆောင်ရွက်ပေးနေသူများ၏ အခြေအနေနှင့် ပတ်သက်၍ ထပ်တူထပ်မျှစိုးရိမ်ပါကြောင်း၊
(ခ) မြန်မာနိုင်ငံတွင် စစ်တပ်က လူ့အခွင့်အရေး ကာကွယ်စောင့်ရှောက်သူများ၏ အခွင့်အရေးများကို ဆယ်စုနှစ်ပေါင်းများစွာ ချိုးဖောက်လျက်ရှိပြီး ၂၀၂၁ ခုနှစ်၊ ဖေဖော်ဝါရီလ (၁) ရက်နေ့တွင် တရားမဝင်စစ် အာဏာသိမ်းမှုနောက်ပိုင်းတွင်လည်း စစ်တပ်၏ လူ့အခွင့်အရေးချိုးဖောက်မှုများသည် ပိုမိုဆိုးရွားလာ ခဲ့ကြောင်း၊
(ဂ) စစ်တပ်အနေဖြင့် အပြည်ပြည်ဆိုင်ရာ လူ့အခွင့်အရေးဉပဒေစည်းမျဉ်းများကို ချိုးဖောက်လျက် လူ့အခွင့်အရေးကာကွယ်စောင့်ရှောက်သူများကို ဖမ်းဝရမ်းထုတ်ခြင်း၊ ဖမ်းဆီးချုပ်နှောင်ခြင်း၊ ညှဉ်းပန်း နှိပ်စက်ခြင်းနှင့် ရက်ရက်စက်စက်သတ်ဖြတ်ခြင်းများကို ကျူးလွန်လျက်ရှိကြောင်း၊ ထို့ပြင် လူ့အခွင့်အရေး ကာကွယ်စောင့်ရှောက်သူများ၏ နေအိမ်များကို စီးနင်းဝင်ရောက်မွှေနောက်ခြင်း၊ ပိုင်ဆိုင်မှုများကို ချိပ်ပိတ်ခြင်း သို့မဟုတ် ဖျက်ဆီးခြင်း၊ ၎င်းတို့၏ မိသားစုဝင်များကို ဓားစာခံအဖြစ် ဖမ်းဆီးခြင်းတို့ကိုလည်း ကျူးလွန်လျက်ရှိကြောင်း၊ တစ်ဖက်တွင်လည်း စစ်တပ်၏ တရားမဝင်ဖမ်းဆီးချုပ်နှောင်ခြင်းခံရသည့် အမျိုးသမီးလူ့အခွင့်အရေး ကာကွယ်စောင့်ရှောက်သူများသည်လည်း လိင်ပိုင်းဆိုင်ရာ အကြမ်းဖက်မှု ပြုကျင့်ခြင်း ခံရသူများရှိကြောင်း၊
(ဃ) အထူးသဖြင့် စစ်တပ်သည် အရပ်ဖက်လူမှုအဖွဲ့အစည်းများ၏ လှုပ်ရှားမှုများအပေါ်တွင် ကန့်သတ်ချက်များ ချမှတ်ကာ လူ့အခွင့်အရေးနယ်ပယ်တွင် ပါဝင်လုပ်ဆောင်နေသူများကို တစ်ဦးချင်းအား ဖြင့်လည်းကောင်း၊ အဖွဲ့အစည်းအားဖြင့်လည်းကောင်း စောင့်ကြည့်ကာ အလျဉ်းသင့်သလို စုံစမ်းစစ်ဆေး လျက်ရှိကြောင်း၊ အဓိကအားဖြင့် ၎င်းတို့၏ လှုပ်ရှားမှုများကို စောင့်ကြည့်ရုံသာမက ၎င်းတို့၏ အသက်အန္တရာယ်ကိုပါ ခြိမ်းခြောက်လျက်ရှိကြောင်း၊
(င) မြန်မာပြည်သူများအနေဖြင့် အဆိုပါအခြေအနေများကို နိုင်ငံတကာအဖွဲ့အစည်းများနှင့် နိုင်ငံတကာ အသိုက်အဝန်းနှင့်အတူ ပူးပေါင်းကာ နည်းလမ်းပေါင်းစုံသုံး၍ အထပ်ထပ်အခါခါထောက်ပြလျက်ရှိကြောင်း၊ သို့ရာတွင် ယင်းအခြေအနေများမှာ ရပ်တန့်သွားခြင်းမရှိဘဲ ပိုမိုကျယ်ကျယ်ပြန့်ပြန့် ဖြစ်ပေါ်လျက်ရှိကြောင်း။
၃။ ထို့နောက် အမြဲတမ်းကိုယ်စားလှယ် က မြန်မာစစ်တပ်မှ လူ့အခွင့်အရေး ကာကွယ်စောင့်ရှောက်သူ များအပေါ် ကျူးလွန်နေသည့် ချိုးဖောက်မှုများကို ရပ်တန့်နိုင်ရန်အတွက် အထူးအစီရင်ခံစာတင်သွင်းသူ အနေဖြင့် နိုင်ငံတကာအသိုက်အဝန်း၊ အထူးသဖြင့် ဒေသတွင်းနိုင်ငံများအား မည်သို့သော နည်းလမ်းများ အကြံပြုနိုင်မည်ကို သိရှိလိုကြောင်း။
၄။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် ဆွေးနွေးပြောကြားမှုအပြည့်အစုံ (အင်္ဂလိပ် ဘာသာ) အား ပူးတွဲတင်ပြအပ်ပါသည်။

Mr. Chair,
Myanmar thanks the Special Rapporteur for her report and shares concerns over the situations of human rights defenders including those who work for migrants, refugees and asylum-seekers.
In Myanmar, the military has been violating the rights of human rights defenders for decades and it deepened its actions together with illegal coup in February 2021. The military has issued warrants against human rights defenders, and arrested, tortured, and brutallymurdered them in violation of international human rights law. Besides, their houses were raided, properties were confiscated or destroyed, and their family members were arrested as hostages. Women human rights defenders detained by the military usually became survivors of sexual violence. Furthermore, the military posed restrictions to activities of CSOs, and has monitored and randomly investigated individuals and organizations in the field of human rights. Not only their activities, but also their lives have been threatened by the military.
Mr. Chair,
The people of Myanmar together with international organizations and international community have repeatedly pointed out the situations in various means. However, the situations have not stopped and are still occurring in a larger scale.
Madame Special Rapporteur,
I wish to ask, what are the possible ways and means you would advise the international community in particular the countries in the regions to effectively help end the military’s violations against human rights defenders?
