သတင်းအဖြစ်ထုတ်ပြန်ချက်
“Forging Structural Integrity on Prospective Governance in Myanmar: Mitigating Atrocities, Ending Impunity, and Empowering Women” ခေါင်းစဉ်ဖြင့် ကြီးမှူးကျင်းပသည့် CSW68 Side Event တွင် ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း က မြန်မာနိုင်ငံတွင် ပြည်သူများ လက်ရှိရင်ဆိုင်နေရသည့် လူသားချင်းစာနာထောက်ထားမှု ပြဿနာအပါအဝင် ဘေးဒုက္ခ၊ အကျပ်အတည်းနှင့် ဖြစ်ရပ်ဆိုးများသည် လူကဖန်တီးသည့် ပြဿနာများ ဖြစ်ကြောင်း၊ ထို့ကြောင့် ပြဿနာ၏ အရင်းအမြစ်ကို ကိုင်တွယ်ဖြေရှင်းရန်နှင့် အားလုံးအတွက် ရေရှည် တည်တံ့စေမည့်အဖြေရရှိရေးကို ဆောင်ရွက်ရန် အလွန်အရေးကြီးကြောင်း၊ စစ်အာဏာရှင်စနစ်ကို အပြီးတိုင်ချုပ်ငြိမ်း၍ ဖက်ဒရယ်ဒီမိုကရေစီပြည်ထောင်စုတည်ထောင်ရေးကို လုပ်ဆောင်သွားရမည် ဖြစ်ကြောင်း ပြောကြားခဲ့

၁။ နယူးယောက်မြို့၊ ကုလသမဂ္ဂဌာနချုပ်တွင် (၆၈) ကြိမ်မြောက် Commission on the Status of Women (CSW) ဆိုင်ရာ အထွေထွေဆွေးနွေးမှု အစည်းအဝေး၊ ဝန်ကြီးများအဆင့် စကားဝိုင်းနှင့် အပြန်အလှန်ဆွေးနွေးမှုအစည်းအဝေးများကို ၁၁-၃-၂၀၂၄ ရက်နေ့မှစတင်၍ ကျင်းပပြုလုပ်လျက်ရှိပြီး အစည်းအဝေးနှင့် ဆက်စပ်သည့် Side-event (၂၀၀) ကျော်ကိုလည်း ကျင်းပပြုလုပ်လျက်ရှိပါသည်။
၂။ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ်အဖွဲ့ရုံးနှင့် ကနေဒါအမြဲတမ်းကိုယ်စားလှယ် အဖွဲ့ရုံးနှင့် အီးယူအဖွဲ့ရုံးတို့မှ ကြီးမှူး၍ “Forging Structural Integrity on Prospective Governance in Myanmar: Mitigating Atrocities, Ending Impunity, and Empowering Women” ခေါင်းစဉ်ဖြင့် Side-event ကို ၂၁-၃-၂၀၂၄ ရက် (ကြာသပတေးနေ့)၊ မွန်းလွဲ (၁၆၄၅) နာရီမှ (၁၈၀၀) နာရီအထိ ကျင်းပပြုလုပ်ခဲ့ပါသည်။ အဆိုပါ Side-event တွင် မြန်မာနိုင်ငံဆိုင်ရာ အမျိုးသမီးလူမှုအဖွဲ့အစည်းများ မှ ကိုယ်စားလှယ် (၄) ဉီး က ဆွေးနွေးသူ (Panelists) များအဖြစ် ပါဝင် ဆွေးနွေးခဲ့ကြပါသည်။
၃။ ယင်း Side Event သို့ ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း တက်ရောက်၍ အဖွင့်အမှာစကား ပြောကြားခဲ့ပါသည်။ မြန်မာအမြဲတမ်း ကိုယ်စားလှယ်၏ အဖွင့်အမှာစကားတွင် အောက်ဖော်ပြပါ အဓိကအချက်များ ပါဝင်ပါသည်-
(က) CSW အစည်းအဝေးများ ကျင်းပမှု ဒုတိယသီတင်းပတ်အတွင်းသို့ ရောက်ရှိလာခဲ့ပြီး အထွေထွေဆွေးနွေးမှုအစီအစဉ်နှင့် ဝန်ကြီးများအဆင့် စကားဝိုင်းများတွင် နိုင်ငံများ၊ နိုင်ငံတကာအဖွဲ့အစည်းများ၊ အစိုးရမဟုတ်သောအဖွဲ့အစည်းများ၊ အရပ်ဘက်လူမှုအဖွဲ့ အစည်းများ၏ မိန့်ခွန်းများကို နားထောင်ခဲ့ရပြီးဖြစ်ကြောင်း၊ တစ်ဖက်တွင်လည်း ဆင်းရဲနွမ်းပါးမှုဖြေရှင်းခြင်း၊ အဖွဲ့အစည်းများ ခိုင်မာအားကောင်းစေခြင်းနှင့် ဂျန်ဒါ ရှုထောင့်မှ ဘဏ္ဍာငွေများ ထောက်ပံ့ပေးခြင်းစသည် နည်းလမ်းများဖြင့် အမျိုးသမီးများနှင့် မိန်းကလေးငယ်များ လုပ်ပိုင်ခွင့်ပိုမိုရရှိရေးနှင့် ကျားမတန်းတူညီမျှခွင့်တို့အား လုပ်ဆောင်ရန် စိတ်ဝင်စားသည့် မိတ်ဖက်များနှင့် အပြန်အလှန်ဆွေးနွေးသည့် အစီအစဉ်များတွင်လည်း တိုးတက်မှုရှိကြောင်း၊
(ခ) ကိုယ်စားလှယ်အဖွဲ့အများစုအနေဖြင့် ယခုနှစ် CSW ၏ Priority Theme နှင့်အညီ ၎င်းတို့၏ နိုင်ငံများတွင် လုပ်ဆောင်နိုင်သည့် အကောင်အထည်ဖော်ဆောင်ရွက်မှုများမှ ရရှိလာသည့် ရလဒ်များကို တင်သွင်းခဲ့ကြကြောင်း၊ ၎င်းတို့၏ စွမ်းဆောင်မှုများကို မိမိ ချီးမွမ်းပါကြောင်း၊
(ဂ) မြန်မာနိုင်ငံတွင် မတရားစစ်အာဏာသိမ်းသည့် ၂၀၂၁ ခုနှစ် ဖေဖော်ဝါရီလမှစ၍ နိုင်ငံ့ အခြေအနေ၊ အထူးသဖြင့် အမျိုးသမီးများနှင့် မိန်းကလေးငယ်များအား မြှင့်တင်အားပေး ရေးနှင့် အကာအကွယ်ပေးရေးတို့မှာ အလွန်ဆိုးရွားလာလျက်ရှိသည်မှာ ဝမ်းနည်းဖွယ် ကောင်းကြောင်း၊
(ဃ) ယင်းမှာ စစ်တပ်မှ ရက်စက်ကြမ်းကြုတ်မှုများကို ဆက်လက်ကျူးလွန်နေခြင်းကြောင့် ဖြစ်ကြောင်း၊ စစ်တပ်မှ မြန်မာပြည်သူများအပေါ် ကျူးလွန်လျက်ရှိသော ပြစ်မှုများမှာ လူသား မျိုးနွယ်အပေါ် ကျူးလွန်သော ရာဇဝတ်မှုများနှင့် စစ်ရာဇဝတ်မှုများပင်မြောက်ကြောင်း၊
(င) ထို့ပြင် လက်ရှိတွင်လည်း စစ်တပ်မှ အတင်းအကြပ်စစ်သားစုဆောင်းရေးကို ပြုလုပ် နေခြင်းကြောင့် မြန်မာပြည်သူများ၊ အထူးသဖြင့် လူငယ်လူရွယ်များ ကြုံတွေ့နေရသော ဒုက္ခကို အဆမတန်ပိုမိုဆိုးရွားမှု ဖြစ်ပေါ်စေကြောင်း၊ စစ်တပ်မှ ထိုသို့ အတင်းအကြပ် စစ်သားစုဆောင်းမှု ပြုလုပ်နေခြင်းကို မိမိတို့အနေဖြင့် ချက်ချင်းတားမြစ်ရပ်တန့်ရမည် ဖြစ်ကြောင်း၊
(စ) မြန်မာနိုင်ငံတွင် ပြည်သူများ လက်ရှိရင်ဆိုင်နေရသည့် လူသားချင်းစာနာထောက်ထားမှု ပြဿနာအပါအဝင် ဘေးဒုက္ခ၊ အကျပ်အတည်းနှင့် ဖြစ်ရပ်ဆိုးများသည် လူကဖန်တီးသည့်ပြဿနာများဖြစ်ကြောင်း၊ ထို့ကြောင့် ပြဿနာ၏ အရင်းအမြစ်ကို ကိုင်တွယ်ဖြေရှင်းရန် နှင့် အားလုံးအတွက် ရေရှည်တည်တံ့စေမည့် အဖြေရရှိရေးကို ဆောင်ရွက်ရန် အလွန် အရေးကြီးကြောင်း၊ သို့ဖြစ်ရာ မိမိတို့အနေဖြင့် စစ်အာဏာရှင်စနစ်ကို အပြီးတိုင်ချုပ်ငြိမ်း ၍ ဖက်ဒရယ် ဒီမိုကရေစီပြည်ထောင်စုတည်ထောင်ရေးကို ပဓာနထား၍ ဦးစားပေး လုပ်ဆောင်ရမည် ဖြစ်ကြောင်း၊
(ဆ) ဤသို့ဖြင့် ပြည်သူများ၊ တိုင်းရင်းသားတော်လှန်ရေး အဖွဲ့အစည်းများနှင့် အမျိုးသား ညီညွတ်ရေးအစိုးရတို့အနေဖြင့် အဆိုပါရည်မှန်းချက်ပန်းတိုင် ပြည့်ဝစေရန် အားသွန်ခွန်စိုက် ကြိုးပမ်းဆောင်ရွက်လျက်ရှိပါကြောင်း၊
(ဇ) အမျိုးသမီးများနှင့် မိန်းကလေးငယ်များသည်လည်း စစ်အာဏာရှင်စနစ်အား တွန်းလှန် တိုက်ထုတ်ရေးနှင့် တည်ငြိမ်အေးချမ်းလုံခြုံ၍ အားလုံးပါဝင်သော ဒီမိုကရေစီ အသိုက်အဝန်းတည်ဆောက်ရာတွင် ရှေ့တန်းမှ အမြဲပါဝင်ဆောင်ရွက်လျက်ရှိကြောင်း၊
(ဈ) ထို့ကြောင့် မိမိအနေဖြင့် ယနေ့အစည်းအဝေးတွင် တက်ရောက်နေကြသူများ အပါအဝင် မြန်မာအမျိုးသမီး လူ့အခွင့်အရေးကာကွယ်သူများနှင့် အမျိုးသမီးခေါင်းဆောင်များအား ၎င်းတို့၏ ရဲစွမ်းသတ္တိနှင့် ကိုယ်ကျိုးစွန့်အနစ်နာခံမှုတို့အား ကျေးဇူးတင်ချီးကျူးသည်ကို ပြောကြားလိုပါကြောင်း၊
(ည) ဤအစီအစဉ်မှတဆင့် မိမိတို့၏ အမျိုးသမီးလူ့အခွင့်အရေး ကာကွယ်စောင့်ရှောက်သူ များ၏ ပြောကြားချက်များကို ရှင်းလင်းပြတ်သား ကျယ်လောင်စွာ သိရှိနားလည်နိုင်ပြီး နိုင်ငံတကာအသိုက်အဝန်း အနေဖြင့်လည်း အမျိုးသမီးများနှင့် မိန်းကလေးငယ်များ အပါအဝင် မြန်မာပြည်သူတစ်ရပ်လုံး၏ ဒုက္ခများကို ချုပ်ငြိမ်းစေနိုင်မည့် ထိရောက်သော အရေးယူဆောင်ရွက်ချက်များ ချမှတ်ဆောင်ရွက်နိုင်လိမ့်မည်ဟု မျှော်လင့်ပါကြောင်း။
၄။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် အမှာစကားအပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲ ဖော်ပြအပ်ပါသည်။

at the Side Event on “Forging Structural Integrity on Prospective Governance in Myanmar: Mitigating Atrocities, Ending Impunity, and Empowering Women” during the 68th Session of the Commission on the Status of Women
(New York, 21 March 2024)
Excellency, Dear Colleagues, Ladies and Gentlemen,
A very good evening and welcome to today’s side event. Together with Ambassador Bob Rae, our colleague from the EU, as well as the distinguished Myanmar women CSO representatives here, it is indeed our great honour to host you all.
CSW68 Session has reached its second week. We have been able to hear statements in the General Discussion and the MRTs. The interactive discussions with interested partners on empowerment of women and girls and achievement of gender equality by addressing poverty and strengthening institutions and financing with a gender perspective are enriching.
Many delegations were submitting results from the implementation of their numerous initiatives in line with this year’s priority theme. I commend them for their achievements.
But sadly, the situation in Myanmar especially promotion and protection of women and girls has worsened rather than having any improvements since the illegal military coup in February 2021. This is mainly due to the military junta’s continued atrocities.
Their atrocities are amounting to crimes against humanity and war crimes against the people of Myanmar.
The military junta’s current illegal forced conscription has exacerbated further the sufferings of the people of Myanmar especially youths. We need to stop this forced conscription of the military junta immediately.
The disaster, the crisis and the tragedy that the people of Myanmar are facing are man-made ones including humanitarian crisis. It is vital to address the root causes and find a long-term and sustainable solution once and for all. As such we have to first and foremost end this military dictatorship and build a federal democratic union.
Accordingly, the people, the ethnic resistance organizations and the National Unity Government of Myanmar are putting our all-out efforts to achieve this goal.
Women and girls are as always at forefront of our resistance against the military dictatorship and our efforts for building a peaceful, stable, just, inclusive and democratic society.
Taking this opportunity, I wish to thank and salute the Myanmar women human rights defenders and women leaders including those are here in this room for their courage and selflessness.
At today’s side-event entitled “Forging Structural Integrity on Prospective Governance in Myanmar: Mitigating Atrocities, Ending Impunity, and Empowering Women”, our panelists will deliberate on Myanmar’s conflict-induced political and social upheaval, humanitarian crises, and collapse of public institutions in the midst of strengthening pro-democratic ethnic and regional governance structures, and roles of women and girls including women human rights defenders and their findings in WPS agenda.
Through this side-event, I hope that voices of our WHRDs will be heard loud and clear and will push further the international community to take concrete actions to stop sufferings of the people of Myanmar including women and girls.
