(၇၆) ကြိမ်မြောက်ကုလသမဂ္ဂအထွေထွေညီလာခံ၊ တတိယကော်မတီ၏ ကလေးများ၏ အခွင့်အရေး ကာကွယ်မြှင့်တင်ရေးဆိုင်ရာ အစည်းအဝေး၌ ကလေးများ၏ အခွင့်အရေးချိုးဖောက်ခံနေရမှုနှင့် မြန်မာ စစ်တပ်မှ ဆေးရုံ၊ စာသင်ကျောင်းများနှင့် ဘာသာရေးအဆောက်အအုံများ၌ နေရာယူထားမှုနှင့်စပ်လျဉ်း၍ နိုင်ငံတကာအသိုက်အဝန်းမှ ထိရောက်စွာအရေးယူဆောင်ရွက်ရေးမေးခွန်းထုတ်ခဲ့။

ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းသည် အောက်တိုဘာလ ၇ ရက်နေ့၊ မွန်းလွဲပိုင်း၌ ပြုလုပ်သည့် (၇၆)ကြိမ်မြောက် ကုလသမဂ္ဂအထွေထွေညီလာခံ၊ တတိယ ကော်မတီ၏ ကလေးများ၏ အခွင့်အရေးကာကွယ်မြှင့်တင်ရေးဆိုင်ရာ virtual အစည်းအဝေး၌ မိန့်ခွန်း ပြောကြားခဲ့ပါသည်။
သံအမတ်ကြီး ဦးကျော်မိုးထွန်း၏ မိန့်ခွန်းတွင် ကမ္ဘာတစ်ဝန်း၌ ကလေးများအခွင့်အရေး ကာကွယ်မြှင့်တင် ရေးသည် စိန်ခေါ်မှုတစ်ရပ်အဖြစ် ရှိနေဆဲဖြစ်ကြောင်း၊ ကုလသမဂ္ဂ ကလေးအခွင့်အရေးများဆိုင်ရာ ကော်မတီမှ မြန်မာနိုင်ငံရှိ ကလေးများ၏ အခွင့်အရေးချိုးဖောက်ခံရမှုနှင့် စပ်လျဉ်း၍ စိုးရိမ်ကြောင်း ထုတ်ဖော်လျက်ရှိကြောင်း၊ ဖေဖော်ဝါရီလ ၁ ရက်နေ့ အာဏာသိမ်းမှုကြောင့် အနည်းဆုံး ကလေး(၇၅) ဦး အသက်ဆုံးရှုံးခဲ့ရပြီး၊ (၁၀၀၀) ဦး နီးပါး ဖမ်းဆီးထိန်းသိမ်း ခံထားရကြောင်း၊ မြန်မာနိုင်ငံရှိ ကလေးငယ်များ သည် စစ်တပ်အာဏာသိမ်းမှုကြောင့်၎င်းတို့၏ အခွင့်အရေးအားလုံးသည် ဆိုးဝါးစွာ ချိုးဖောက်ခံနေရ ကြောင်း၊ မြန်မာစစ်တပ်သည် ကလေးငယ်များ၏ လုံခြုံရေးကို စာနာထောက်ထားခြင်း မရှိသကဲ့သို့ ပဋိပက္ခ အတွင်း ကလေးငယ်များအား ကာကွယ်ရေးနှင့်ပတ်သက်သည့် နိုင်ငံတကာဥပဒေများကိုလည်း လိုက်နာလို ခြင်းမရှိကြောင်း၊ ကလေးများအပေါ် မြန်မာစစ်တပ်၏ လုပ်ရပ်များနှင့် ပတ်သက်၍ နိုင်ငံတကာအသိုက် အဝန်းမှ စိုးရိမ်ကြောင်း ထုတ်ဖော်လျက်ရှိသော်လည်း မြန်မာစစ်တပ်သည် အရပ်သားပြည်သူများနှင့် ကလေးများအပေါ် ကျူးလွန်သည့် ဆိုးဝါးသည့်လုပ်ရပ်များကို ရပ်တန့်ခြင်းမရှိဘဲ ဆက်လက် ကျူးလွန် နေဆဲဖြစ်ကြောင်း ထည့်သွင်းပြောကြားခဲ့ပါသည်။ ကလေးများအပေါ် မြန်မာစစ်တပ်မှ ကျူးလွန်လျက် ရှိသည့် ဆိုးဝါးသည့်ပြစ်မှုများနှင့် စပ်လျဉ်း၍ နိုင်ငံတကာအသိုက်အဝန်းနှင့် ကုလသမဂ္ဂအနေနှင့် ထိရောက် စွာ အရေးယူဆောင်ရွက်ရန်ကိစ္စ၊ မြန်မာစစ်တပ်မှဆေးရုံ၊ စာသင်ကျောင်းများနှင့် ဘာသာရေးအဆောက် အအုံများ၌ နေရာယူထားမှုကို ချက်ချင်းရပ်တန့်ရေး ဆောင်ရွက်ပေးရန်ကိစ္စနှင့် ကလေးများအခွင့်အရေး ကာကွယ်မြှင့်တင်ရေးဆိုင်ရာ အစီအစဉ်များနှင့်ပတ်သက်၍ မေးမြန်းခဲ့ပါသည်။
အမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းများအား ပူးတွဲဖော်ပြအပ်ပါသည်။

Mr. Chair,
Myanmar thanks Mdm SRSG for the presentation. We share the common concern over grave violations against children. The situation of children in many parts of the world remains critical. As underscored by the Secretary-General in his report A/75/873, despite progress in aspects of child well-being, there are still challenges in realizing protection and promotion of the rights of children.
Children in my country are not safe. As a result of the military coup, children’s right to life, survival and development have been repeatedly violated. The military has no regard for the safety of children and has no intention to abide by international laws related to protecting children in armed conflicts. Besides, children abducted by the military were used as human shields. The military is clearly committing the six grave violations and does not adhere to all relevant UNSC’s resolutions.
Although the international community has been expressing their deep concerned by the scale and severity of grave violations committed against children by the military, I wish to reiterate that the military hasn’t eased its atrocities against civilians, including children. Taking this opportunity, I wish to ask the speakers as follows:
1) The people of Myanmar are asking for help. What effective actions can the international community take to stop the violations of the rights of children by the military in Myanmar?
2) There have been credible reports about hospitals, schools and religious facilities being occupied by the military. What can international community and the United Nations can immediately stop the military from doing this?

Madam Chair,
Myanmar thanks the Chair of CRC for the presentation. We share the common concern over grave violations against children. Under the leadership of the elected civilian government, Myanmar ratified the Optional Protocol to the Convention on the Rights of the Child on the Involvement of Children in Armed Conflict in 2019. The ratification was significant step to protect the rights of children following the enactment of the new Child Rights Law in July 2019.
All those positive developments have been halted by the illegal military coup on 1 February, and Children in my country are not safe. The United Nations Child Rights Committee (CRC) has warned of children’s rights in my country, Myanmar which has been significantly compromised. Since the illegal military coup, at least 75 children have been killed. About 1,000 children have been arbitrarily detained and countless more deprived of essential medical care and education. Some children were killed in their own homes, including a six-year-old girl in the city of Mandalay, who was shot in the stomach by security forces and died in her father’s arms.
Taking this opportunity, I wish to ask:
1) What preventive measures can be taken to address such violations of rights of the child by the institution like military?
