(၇၆) ကြိမ်မြောက် ကုလသမဂ္ဂ အထွေထွေညီလာခံ၊ တတိယကော်မတီ၏ လူ့အခွင့်အရေးမြှင့်တင်ကာကွယ်ရေးဆိုင်ရာ အစည်းအဝေး၌ လူ့အခွင့်အရေးကာကွယ်စောင့်ရှောက်သူများအပေါ် မြန်မာစစ်တပ်မှ ကျူးလွန်နေမှုများနှင့် စပ်လျဉ်း၍

သံအမတ်ကြီး၏ မိန့်ခွန်းတွင် မြန်မာစစ်တပ်အနေဖြင့် သမိုင်းတစ်လျှောက် လူ့အခွင့်အရေးကာကွယ်စောင့် ရှောက်သူများအား ဝေဖန်တိုက်ခိုက်ပြီး၊ ရာဇဝတ်သားပမာ ပြုမူဆက်ဆံခဲ့ကြောင်း၊ ဆန္ဒဖော်ထုတ်မှုများကို စစ်တပ်မှ ရက်စက်ကြမ်းကြုတ်စွာ ဖြိုခွင်းပြီးနောက်ပိုင်း အခြေအနေများမှာ ပိုမိုစိုးရိမ်ဖွယ်ဖြစ်လာကြောင်း၊ လူ့အခွင့်အရေး ကာကွယ်စောင့်ရှောက်သူ အများအပြားမှာ ၎င်းတို့၏ လွတ်လပ်စွာ ဆန္ဒဖော်ထုတ်ခွင့်နှင့် စုဝေးခွင့်တို့ကို ငြိမ်းချမ်းစွာကျင့်သုံးမှုကြောင့် မတရားဖမ်းဆီးခံခဲ့ရကြောင်း၊ စစ်တပ်မှ ၎င်းတို့အား ဖမ်းဝရမ်းထုတ်ခြင်း၊ ညှဉ်းပန်းနှိပ်စက်ခြင်း၊ ထောင်ဒဏ်ချမှတ်ခြင်း၊ အတင်းအကြပ် ပျောက်ဆုံးစေခြင်းနှင့် သတ်ဖြတ်ခြင်းတို့ကို ကျူးလွန်လျက်ရှိကြောင်း၊ ထို့ပြင် အမျိုးသမီးများနှင့် LGBTI တက်ကြွလှုပ်ရှားသူ များမှာ လိင်ပိုင်းဆိုင်ရာ ထိပါးစော်ကားမှုများ ခံနေကြရကြောင်း၊ သို့ရာတွင် အဆိုပါလုပ်ရပ်များမှာ တရားမျှတမှုနှင့် လူ့အခွင့်အရေးအတွက် ၎င်းတို့၏ ခိုင်မာသောသန္နိဋ္ဌာန်နှင့် ကြိုးပမ်းအားထုတ်မှုများကို ရပ်တန့်စေခဲ့ခြင်းမရှိကြောင်း စသည်ဖြင့် ပြောကြားခဲ့ပါသည်။
ထို့နောက် လူ့အခွင့်အရေးကာကွယ်စောင့်ရှောက်သူများအပေါ် ဤသို့သောလုပ်ရပ်များ ထပ်မံမဖြစ်ပွားစေ ရေးအတွက် နိုင်ငံတကာအသိုက်အဝန်းနှင့် သက်ဆိုင်ရာနိုင်ငံများအနေဖြင့် မည်သို့ အကောင်းဆုံးဆောင်ရွက် နိုင်မည်ကို မေးမြန်းခဲ့ပါသည်။
အမြဲတမ်းကိုယ်စားလှယ် ပြောကြားခဲ့သည့် မိန့်ခွန်းအား ပူးတွဲဖော်ပြအပ်ပါသည်။

Mr. Chair,
Myanmar thanks the Special Rapporteur for her report. We share concerns over detention and long-imprisonment of human rights defenders.
In Myanmar, the military has long history of attacking and criminalizing human rights defenders. The situation became more alarming with the military junta’s systemic and brutal crackdown on demonstrations. Many human rights defenders have been arbitrarily arrested for peaceful exercise of their rights to freedom of expression and assembly. The military has been issuing warrants, torturing, imprisoning, forcing to disappear and killing human rights defenders, including a woman human rights defender from Women for Justice. Besides, human rights activists from women and LGBTI communities are subjected to gender-based violence and other sexual assaults.
However, the threats did not stop their strong determination and vigorous effort towards justice and human rights even in the limited situations and resources.
Madame Special Rapporteur,
I would like to ask you, (1) what action the international community and the UN can take to end the military’s violations against human rights defenders and to hold the military accountable at the soonest, and (2) what are the best policy and measures for the international community and countries concerned to pursue in the future to prevent recurrence of such harmful practices.
