“Beijing+30: Resisting Authoritarianism and Conflict – Myanmar Women’s Fight for Rights and Equality” ခေါင်းစဉ်ဖြင့် ကျင်းပပြုလုပ်သည့် CSW69 Side Event တွင် ကျေးဇူးတင်စကားအဖြစ် ကုလသမဂ္ဂဆိုင်ရာမြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း က
မိမိယခုဆွေးနွေးနေစဉ်၌ပင် စစ်တပ်က အရပ်သားပြည်သူလူထုအပေါ်၌ မဆင်မခြင် လေကြောင်းတိုက်ခိုက်မှုများ ကို ဆက်လက်ကျူးလွန်လျက်ရှိ၊ အဆိုပါ တိုက်ခိုက်မှုများ တွင် စာသင်ကျောင်းများ၊ ဆေးရုံများ၊ ဘာသာရေး အဆောက်အအုံများနှင့် စျေးများပါဝင်၊ အမျိုးသမီးများ၊ မိန်းကလေးငယ်များနှင့် ကလေးသူငယ်များက အဆိုပါ ရက်စက် ကြမ်းကြုတ်မှုများ၏ ဒဏ်ကို ခါးစည်းခံနေရ၊
ဆွေးနွေးသူများအနေဖြင့်လည်း မြန်မာနိုင်ငံတွင် စစ်အာဏာရှင်လက်အောက် အမျိုးသမီးများနှင့် မိန်းကလေးငယ်များ အပါအဝင် အပြစ်မဲ့ အရပ်သားပြည်သူများ ရင်ဆိုင်ကြုံတွေ့နေရသည့် ဆိုးရွားသော အခြေအနေကို ပြည့်စုံကုံလုံစွာ ပြောကြားခဲ့၊ ၎င်းတို့၏ စိုးရိမ်ကြောင့်ကြမှုများနှင့် ထိရောက်သော အရေးယူ ဆောင်ရွက်ချက်များ တောင်းဆိုခြင်းတို့ကို ရှင်းလင်းကျယ်လောင်စွာ ကြားသိရ၊
နိုင်ငံတကာအသိုက်အဝန်းထံမှ ပိုမို ကြီးမားသော၊ ညှိနှိုင်း ပူးပေါင်းဆောင်ရွက်မှုရှိသော ထောက်ခံမှုများ ပံ့ပိုးပေးရေးအတွက် တောင်းဆိုလိုကြောင်း၊ မိမိတို့အားလုံး အတူတကွ လက်တွဲဆောင်ရွက်ပါက ပိုမို ကောင်းမွန်သော မြန်မာနိုင်ငံအား တည်ဆောက်နိုင်မည်ဟု ယုံကြည်ကြောင်း ပြောကြားခဲ့

၁။ နယူးယောက်မြို့၊ ကုလသမဂ္ဂဌာနချုပ်တွင် (၆၉) ကြိမ်မြောက် Commission on the Status of Women (CSW) ဆိုင်ရာ အစည်းအဝေးများ ကျင်းပနေစဉ်ကာလအတွင်း “Beijing+30: Resisting Authoritarianism and Conflict – Myanmar Women’s Fight for Rights and Equality” ခေါင်းစဉ်ဖြင့် Side Event ကို ၁၈-၃-၂၀၂၅ ရက် (အင်္ဂါနေ့)၊ နံနက် (၁၀၀၀) နာရီအချိန်တွင် ကျင်းပပြုလုပ်ခဲ့ပါသည်။ ကုလသမဂ္ဂ ဆိုင်ရာ မြန်မာအမြဲတမ်း ကိုယ်စားလှယ် အဖွဲ့ရုံးသည် အဆိုပါ Side Event ကို ပူးတွဲ ဉီးဆောင်စီစဉ်သည့် နိုင်ငံများ အနက် တစ်နိုင်ငံ အနေဖြင့် ပါဝင်ဆောင်ရွက်ခဲ့ပါသည်။ မြန်မာနိုင်ငံ၏ အမျိုးသမီး အခွင့်အရေး ကာကွယ် မြှင့်တင်မှုတွင် ဉီးဆောင် ပါဝင်ဆောင်ရွက်နေကြသည့် GEN နှင့် အခြား မြန်မာအမျိုးသမီးအဖွဲ့များ က ဉီးဆောင် ကျင်းပခြင်းဖြစ်ပါသည်။ မြန်မာနိုင်ငံ အမျိုးသားညီညွတ်ရေးအစိုးရ၊ အမျိုးသမီး၊ လူငယ်နှင့် ကလေးသူငယ်ရေးရာ ဝန်ကြီးဌာန ပြည်ထောင်စု ဝန်ကြီး နော်စူစန်နာလှလှစိုး လဲ ပါဝင် တက်ရောက်ခဲ့ပါသည်။
၂။ အဆိုပါ Side Event တွင် Panelist အဖြစ် ပါဝင်ဆွေးနွေးကြသည့် အမျိုးသမီးကိုယ်စားလှယ်များက ပဋိပက္ခအား ရင်ဆိုင် ကျော်လွှားရေး နှင့် အာဏာရှင်ချုပ်ငြိမ်းရေး တော်လှန်မှုတွင် ပါဝင်ဆောင်ရွက် နေမှု နှင့် မြန်မာအမျိုးသမီးများ၏ အခွင့်အရေးနှင့် တန်းတူညီမျှ ဖော်ဆောင်ရေးနှင့်စပ်လျဉ်း၍ အလေးထား ဆွေးနွေး ခဲ့ကြပါသည်။
၃။ ယင်း Side Event တွင် ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်း က အပိတ် နှင့် ကျေးဇူးတင်စကား ပြောကြားရာ အောက်ပါအချက်များ ပါဝင်ပါသည်-
(က) ယနေ့ ခေါင်းစဉ်ဖြင့် ဆွေးနွေးသည့် side event သို့ လူအများအပြား ပါဝင်တက်ရောက်သည်ကို တွေ့မြင်ရသည့်အတွက် အထူးဝမ်းမြောက်မိပါကြောင်း၊ ထိုသို့ တက်ရောက်လာခြင်းကပင်လျှင် မြန်မာနိုင်ငံအရေးကိစ္စ၊ အထူးသဖြင့် အာဏာရှင်အား ခုခံတော်လှန်ရေးနှင့် စစ်တပ်မှ ၂၀၂၁ ခုနှစ် ဖေဖော်ဝါရီလတွင် မတရား စစ်အာဏာသိမ်းယူခဲ့ချိန်မှစတင်၍ ပဋိပက္ခများ ဖြစ်ပွားစေပြီး နောက်ဆက်တွဲဆိုးကျိုးများပါ ဖြစ်ပေါ်လာစေခြင်းကို အလေးထားဖြေရှင်းရန် လိုအပ်သည် ဟူသော အချက်ကို ပြသရာရောက်ကြောင်း၊
(ခ) Panel မှ ရှင်းလင်းဆွေးနွေးပြောကြားခဲ့သည့်အတိုင်း မြန်မာနိုင်ငံတွင် ဖြစ်ပေါ်နေသည့် ကြေကွဲ စရာဖြစ်စဉ်မှာ (၄) နှစ်ကျော်အကြာပင် ရှိလာခဲ့ပြီဖြစ်ကြောင်း၊ မြန်မာနိုင်ငံ ပြည်တွင်း၊ ပြည်ပမှ ပြည်သူများအနေဖြင့် စစ်တပ်နှင့် ၎င်းတို့၏ ဆက်နွယ်နေသူများက နိုင်ငံတစ်လွှားတွင် ကျူးလွန် လျက်ရှိသော ရက်စက်ကြမ်းကြုတ်မှုများနှင့် လူ့အခွင့်အရေး ချိုးဖောက်မှုများကြောင့် ဒုက္ခ ခံစားနေရကြောင်း၊
(ဂ) မိမိယခုဆွေးနွေးနေစဉ်၌ပင် စစ်တပ်က အရပ်သားပြည်သူလူထုအပေါ်၌ မဆင်မခြင် လေကြောင်းတိုက်ခိုက်မှုများကို ဆက်လက်ကျူးလွန်လျက်ရှိကြောင်း၊ အဆိုပါ တိုက်ခိုက်မှုများ တွင် စာသင်ကျောင်းများ၊ ဆေးရုံများ၊ ဘာသာရေးအဆောက်အအုံများနှင့် စျေးများပါဝင် ကြောင်း၊ အမျိုးသမီးများ၊ မိန်းကလေးငယ်များနှင့် ကလေးသူငယ်များက အဆိုပါ ရက်စက် ကြမ်းကြုတ်မှုများ၏ဒဏ်ကို ခါးစည်းခံနေရကြောင်း၊
(ဃ) သို့ရာတွင် ယနေ့အထိ ခုခံတော်လှန်ရေးမှာ ဆက်လက် အောင်မြင်လျက်ရှိကြောင်း၊ သို့ဖြစ်ရာ မိမိတို့၏ မြန်မာအမျိုးသမီးများ၏ ပါဝင်နေမှုနှင့် မယိမ်းမယိုင်သော ကတိကဝတ်တို့အတွက် ကျေးဇူးအထူးတင်ရှိပါကြောင်း၊
(င) ဆွေးနွေးသူများအနေဖြင့်လည်း မြန်မာနိုင်ငံတွင် စစ်အာဏာရှင်လက်အောက် အမျိုးသမီးများနှင့် မိန်းကလေးငယ်များ အပါအဝင် အပြစ်မဲ့ အရပ်သားပြည်သူများ ရင်ဆိုင်ကြုံတွေ့နေရသည့် ဆိုးရွားသော အခြေအနေကို ပြည့်စုံကုံလုံစွာ ပြောကြားခဲ့ပြီးဖြစ်ကြောင်း၊
(စ) တစ်ချိန်တည်းမှာပင် ၎င်းတို့က အမျိုးသမီးများ၏ အခွင့်အရေးနှင့် တန်းတူညီမျှမှုတို့ ရရှိရေး၊ မြန်မာပြည်သူများ၏ မျှော်မှန်းချက်ကို ဆန့်ကျင်သည့် စစ်တပ်၏ ဖိုဝါဒကြီးစိုးမှုနှင့် အာဏာရှင် စနစ်တို့ အပြီးသတ် ချုပ်ငြိမ်းရေးအတွက် မယိုင်နဲ့သော ခိုင်မာတည်ကြည်မှုကို ပြသခဲ့ပြီးဖြစ် ကြောင်း၊
(ဆ) ၎င်းတို့၏ ရဲစွမ်းသတ္တိနှင့် စွန့်လွှတ်အနစ်နာခံမှုတို့မှာ အမှန်တကယ်ပင် လေးစားအားကျထိုက် ကြောင်း၊ မိမိအနေဖြင့် ၎င်းတို့အား ဦးညွတ်ပါကြောင်း၊
(ဇ) ထို့အပြင် မိမိတို့အနေဖြင့် ၎င်းတို့၏ စိုးရိမ်ကြောင့်ကြမှုများနှင့် ထိရောက်သော အရေးယူ ဆောင်ရွက်ချက်များ တောင်းဆိုခြင်းတို့ကို ရှင်းလင်းကျယ်လောင်စွာ ကြားသိရပြီးဖြစ်ကြောင်း၊
(ဈ) ယခုကဲ့သို့သော အစီအစဉ်များကို စီစဉ်နိုင်ခြင်းကို ချီးကျူးပါကြောင်း၊ သို့ရာတွင် အခြားသော အစီအမံများကို ထိရောက်သော အရေးယူဆောင်ရွက်ချက်များအသွင်ဖြင့် လုပ်ဆောင် ရန် လိုအပ် နေသေးကြောင်း၊ အရပ်ဘက်လူမှု အဖွဲ့အစည်းများ၊ အမျိုးသမီး လူ့အခွင့်အရေး ကာကွယ်သူများ နှင့် တက်ကြွလှုပ်ရှားသူများမှ သက်ဆိုင်ရာ နယ်ပယ်များတွင် လိုအပ်သူများထံသို့ မဖြစ်မနေ လိုအပ်သည့် အကူအညီများ ပေးအပ်နိုင်ရေး ယန္တရားများ ဆက်လက် လည်ပတ်နေစေရန်အတွက် ငွေကြေးအထောက်အပံ့၊ လူသားချင်း စာနာထောက်ထားမှုအကူအညီများနှင့် နည်းပညာပံ့ပိုးမှု တို့မှာ အရေးပါလျက်ရှိကြောင်း၊
(ည) သို့ဖြစ်ရာ မြေပြင်ရှိ အသိုက်အဝန်း အမျိုးမျိုးနှင့် ထိရှလွယ်သောအုပ်စုများ၏ အသံများကို ကိုယ်စားပြုသည့် အသံများအား လေးလေးနက်နက် နားထောင်ရန်နှင့် မြန်မာပြည်သူများအတွက် ခိုင်မာသည့် ထောက်ပံ့ကူညီမှုများ ပိုမို စုစောင်းနိုင်ရန် တက်ရောက်လာကြသူများအနေဖြင့် လည်းကောင်း၊ ၎င်းတို့ မှတဆင့် သက်ဆိုင်ရာ အဖွဲ့အစည်းများနှင့် အစိုးရများထံသို့ တောင်းဆို ပေး ကြရန် မေတ္တာရပ်ခံလိုပါကြောင်း၊
(ဋ) ထို့အတူ ယနေ့ အစီအစဉ်ဖြစ်မြောက်ရေးအတွက် ပူးတွဲစီစဉ်ပေးကြသည့် နိုင်ငံများ၊ ပူးတွဲ ပံ့ပိုးပေးကြသူများ၊ ဆွေးနွေး ပြောကြား/တင်ဆက်ပေးသူများ နှင့် Moderator နှင့် အခြားသော ဆွေးနွေးပြောကြားပေးသူများ ကို ကျေးဇူးတင်ရှိပါကြောင်း၊
(ဌ) မိမိတို့ စည်းလုံးညီညွတ်သည်နှင့်အမျှ မြန်မာနိုင်ငံတွင် တရားမျှတမှု မလွဲဧကန် ဖြစ်ပေါ်လာမည် ဖြစ်ကြောင်း၊ ထိုသို့ ဖြစ်ပေါ်စေရန် နိုင်ငံတကာအသိုက်အဝန်းထံမှ ပိုမို ကြီးမားသော၊ ညှိနှိုင်း ပူးပေါင်းဆောင်ရွက်မှုရှိသော ထောက်ပံ့မှုများ တောင်းဆိုလိုကြောင်း၊
(ဍ) မိမိတို့အားလုံး အတူတကွ လက်တွဲဆောင်ရွက်ပါက ပိုမို ကောင်းမွန်သော မြန်မာနိုင်ငံအား တည်ဆောက်နိုင်မည်ဟု ယုံကြည်ကြောင်း။
၄။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ်ပြောကြားခဲ့သည့် ကျေးဇူးတင်စကားအပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲဖော်ပြအပ်ပါသည်။

Excellencies, Distinguish Panelists, Participants, and Colleagues,
As one of the co-organizers for this side event, I am delighted to seeing your participation today on this important topic.
Indeed, your presence here exemplifies the extent of attention needed to resolve the issue in Myanmar, particularly to resist authoritarianism and the severe consequences of conflicts inflicted by the military junta through an unlawful military coup since February 2021.
Since then, Myanmar people have been suffering from the atrocities and violation of human rights committed by the military junta and its affiliates in numerous forms across the country.
As I speak, the junta’s indiscriminate aerial attacks on civilian population continue. The attack areas include schools, hospitals, religious facilities and markets.
Women, girls and children bear the brunt of such atrocities.
Nevertheless, resistance against the heinous junta has been possible to this date and I thank our fellow Myanmar including women for their unwavering commitment.
Today, our panelists have comprehensively presented the dire situation that innocent civilians, including women and girls, have been encountering in Myanmar under the military’s authoritarianism.
At the same time, they have shown their perseverance both for achieving women’s rights and equality and ending the military junta’s patriarchy and authoritarianism that are against Myanmar people’s aspirations.
Their courage and sacrifices are truly inspiring. I salute them.
Dear friends and colleagues,
We have heard loud and clear their concerns and their calls for effective action.
Therefore, the holding of this kind of event is commendable. But much more measures needed to come in the form effective actions. Financial support, humanitarian aids and technical assistance remain core to the functionality of these CSOs, Women Human Rights defender groups and activists striving in the field in their efforts towards providing required essential support to those in need.
In this regard, I wish to call on all participants and through you, to your organizations and governments, to listen seriously to these voices which represent diverse communities and vulnerable groups on the ground and garner further strong support for Myanmar people.
I would also like to extend my warmest appreciation to the other co-organizers and co-sponsors of the side event for making this event possible.
My sincere appreciation goes especially to the panelists for their inspiring and insightful presentation and continued dedication made for the people of Myanmar.
I also thank the moderator for conducting the event smoothly and lively.
I would also like to thank the other speakers for their thoughts and inputs.

As we unite, justice will prevail in Myanmar. For that to happen, we seek greater, collaborative and coherent support from the members of the international community.
